After the defeat of Chairman Krishna Prasad Bhattarai in the by-election of Kathmandu Region No. 1 on 25th January 2050, the internal strife of the Congress was deepening. Prime Minister Girija Prasad Koirala was seriously accused of "undercover" to defeat Bhattarai.
Although he was defeated in the by-election, Bhattarai did not make a public statement. He had been saying that he would put all his views in the central committee meeting. Bhattarai submitted a 7-page 'statement' in the second Central Committee meeting held on February 17, 2050, more than a month after the end of the by-elections. When he started reading the 'statement', all the participants of the meeting were shocked .
Bhattarai immediately put forward a proposal to resign from the post of the party and make General Minister Mahendra Narayan Nidhi the acting chairman and hold a convention to hand over the leadership to the new generation. He also said that Netatraya should resign to save the party from indiscipline. At that time, the supreme leaders of the Congress, Ganeshman Singh, Bhattarai and Prime Minister Koirala were called Netatraya.
After Bhattarai read a three-page 'statement' in the meeting, some of the participants in the meeting started shedding tears. The issue of indiscipline in the party was raised by adding reference to his defeat in the 'statement'. But Chief Minister Nidhi stopped the statement before he could read it completely. After reading three pages, Nidhi stopped reading to 'divert' the atmosphere in the meeting, the leaders of that time have said. The details of what topics were raised in the 'statement' have not yet come out.
15 central members of the Congress filed a motion demanding that Prime Minister Koirala resign and take action against those who break discipline in the meeting on February 12. But Koirala was adamant that the proposal would not be "minuted" under any circumstances. Although there was a huge debate on this matter in the meeting, Bhattarai instructed to do a 'minute'. Bhattarai said that those who do not understand can write a 'note of dissent'. According to Bhattarai's 'ruling', the proposal was 'minuted'. He said that everyone should follow the decision of the majority. Prime Minister Koirala, Sushil Koirala, Nona Koirala, Bhuvikram Nemwang and Suryabhakt Adhikari, five central members wrote a 'Note of Dissent'.
Similarly, 38 members of the House of Representatives were of the opinion that they should be able to make a discretionary decision on the no-confidence motion against the Prime Minister. They pointed to Prime Minister Koirala saying that everyone in the party should follow discipline. There was a two-hour debate focusing on that. In the meeting, members of the House of Representatives and central members Bal Bahadur KC, Chiranjeevi Wagle and Taranath Ranabhat had a lot of controversy.
Bhattarai said that as long as he remains the chairman, no decision can be taken against the parliamentary dignity . Bhattarai directed that all the MPs should respond against the motion of no confidence registered in the House of Representatives. It was 'minuted' after he instructed to unite against disbelief. Bhattarai's directive indicated that the no-confidence motion registered by UML against Prime Minister Koirala in the House of Representatives would not be passed. The UML filed a no-confidence motion based on the conclusion that extreme factionalism prevailed in the Congress and Prime Minister Koirala was becoming unpopular day by day.
Bhattarai criticized Koirala. He said that he was defeated by the indiscipline of one person in the party without naming Koirala. Bhattarai's defeat in the by-elections, the role of Prime Minister Koirala, the no-confidence motion registered in the Parliament, etc., were prepared by journalist Taranath Dahal and titled 'Chairman Bhattarai's 'Final Statement', Opinion that Netatraya should leave the leadership'' was published on the front page of Kantipur Daily on February 18, 2050.
