Taking advantage of the discontent of the Congress MPs, CPN-UML filed a no-confidence motion against Prime Minister Girija Prasad Koirala in Parliament. Political analysts at that time speculated that the UML filed a no-confidence motion expecting the support of the Congress MPs as well. The UML had raised the objection that a no-confidence motion should be filed for the protection of constitutional dignity, national interests and the sovereignty of the people.

UML filed a motion of no confidence in the Parliament when Prime Minister Koirala was accused of defeating Krishna Prasad Bhattarai by interfering in the Kathmandu-1 by-election held on 25th January 2050. 

At that time, there was frequent talk between the Koirala group and the Bhattarai group. A group of Congress demanded Koirala's resignation. 56 MPs of the Congress gathered together and decided that Koirala had intervened. Congress supremo Ganeshman Singh was aggressively presenting himself against Koirala by supporting Krishna Prasad. 

A motion of no confidence was registered in the parliament secretariat in the presence of the then Speaker Damannath Dhungana on February 8, 2050 with the participation of the Rashtriya Janamorcha under the leadership of then UML President Manmohan Adhikari. At that time, there were 68 MPs from UML and 9 MPs from Jan Morcha in the parliament. UML, which won 69 seats in the 2048 elections, lost one seat in the by-elections held in Jhapa. Only 50 members of UML and 4 members of Jan Morcha signed the motion of no confidence.

In the motion of no confidence, during the 33-month reign of Prime Minister Koirala, the Labor Act was passed against the interests of the country, including the Tanakpur Agreement, the Treaty Act was passed against the Constitution, human rights were violated, the opposition was suppressed and citizens were killed in the motion. UML Parliamentary Party Secretary Bharat Mohan Adhikari published a statement and mentioned that Koirala should be removed due to the mentioned developments. 

Kantipur Dainik published a news on February 9, 2050 under the title 'Registration of no confidence motion against Prime Minister Koirala' by UML in the crisis situation created by the extreme conflict within the Congress. Koirala had said that he would deal with the no-confidence motion as soon as it was discussed. Koirala did not believe that the Congress MPs would vote for the UML by arranging the floor. 

The absence of Congress MPs or a floor cross did not give the possibility of the government collapsing . Because, Congress was in full majority . A day before the no-confidence motion was registered, Koirala had met the MPs and leaders close to him and held a stand that he would not resign even if the party demanded his resignation. In the party, General Minister Mahendra Narayan Nidhi called the Bhattarai-led Congress Central Committee an ad hoc committee. He was of the opinion that the Congress Central Committee should not interfere in its sphere of activity as the parliamentary party has its own uniqueness, dignity and role.
