[Archive] Girija Prasad's 17-minute statement brought about that conflict

The 17-minute long statement released by the then Prime Minister Girija Prasad Koirala through Radio Nepal on January 17, 8 days before the by-elections to be held on January 25, 2050, and the infighting within the Nepali Congress brought to the surface by it, are now (32 years later) still occasionally linked to one or the other.

That statement of Girija Prasad is taking root as an indelible incident in the history of Congress. The sequence of events confirmed that Krishna Prasad Bhattarai, then chairman of the party, issued a statement with the intention of losing the election.

Girija Prasad's statement has come to defeat Krishna Prasad, who has become a candidate in the Kathmandu-1 by-election to be held on January 25, 2050. Koirala himself read the statement for 17 minutes from the government media. Therefore, even the current generation has come to know about 'Girija Prasad's 17-minute statement'. The statement was made public by Radio Nepal, which is owned by the government, because there was no private investment media at that time.  In the

statement, Koirala said, "Instead of being the cause of the campaign and journey to mobilize the party in a new way, Kisunji decided to contest the by-election as someone else's aspiration candidate saying that he was unwilling to be a candidate." This statement was aimed at Ganeshman Singh, the supreme leader of the Nepali Congress. The intent of Girija Prasad's statement was similar to the views expressed by Sailaja Acharya and Nona Koirala in the Central Committee meeting held on November 4, 2050.

When there was a discussion in the central committee about whether to make Krishna Prasad a candidate or not, Shailaja and Nona said that they should strengthen the party's organization instead of contesting elections. Prime Minister Koirala sat laughing without speaking at the meeting. But this statement of Prime Minister Koirala came a month and a half after the meeting decided to nominate Krishna Prasad, i.e. a week before the by-election voting.

It was Koirala's understanding that Singh, the supreme leader of the party, had designed Krishna Prasad to become a candidate in the by-election. Therefore, he accused Krishna Prasad in his statement of becoming a candidate for someone even though he did not want to contest the election. It was Koirala's understanding that Bhattarai was promoted to weaken his position as Prime Minister.

After the 2048 election, the gap between Girija Prasad and Ganeshman was getting closer. Therefore, Koirala's statement clearly reflected the statement that Ganeshman put forward Bhattarai as an alternative person for the Prime Minister against him. Koirala's biggest complaint was that he criticized the government and campaigned for the election. He wrote in the statement, "On the one hand, I am accused of breaking all the discipline and dignity of the party, and on the other hand, I am being asked to participate in the election campaign which has blurred the parliamentary culture and dignity."

Through Koirala's statement, Bhattarai indirectly held the view that he should not win the election and also demanded the party's general committee and convention meeting. Bhattarai, who has been acting chairman for a decade and a half since 2034, was unanimously elected chairman in February 2048 at the convention held in Kalbalgudi, Jhapa. Less than three years after the convention, Koirala expressed his intention to change the leadership before the elections. 

During Krishna Prasad's election campaign, Koirala expressed his displeasure through a statement saying that the government was rife with nepotism and corruption and that the policy of economic liberalization adopted by the country was wrong. "When the Central Committee approved Kisunji's candidacy, did the candidate or anyone else have the right to openly attack the government?" the statement questioned.

During the election campaign of the Congress, Koirala made public through a statement that he could not participate in such election meetings as he criticized himself and the government under his leadership more than the opposition. He said that the party president should be a part of the work of the government. He said that he cannot go to the election campaign unless the chairman has such a partner. Koirala mentioned in the statement that there is something to widen the gap between Ganeshman, Kisunji and himself and that there is a wrong tendency to see the rise of another leader in the demise of one leader. 

He had raised the issue of handing over the leadership of the party to the new generation since Kalbadgudi and warned that the structure of the party would collapse if this situation continued. "I will fight for the rest of my life against the crooked conspiracy of party unity and anti-organization forces who have ambitions to break the party by leaning on the chest of self-respecting friends and taking control of the party and government," he said in the statement. On the eve of the by-elections, Kantipur Daily published a news story on 18th January, 2050 under the title 'Party convention is inevitable for resolving Neka's internal strife', including references to the statement issued by Prime Minister Koirala against his own party's candidate. 

The experts of Congress politics have seen Koirala's statement as 'principal versus power'. A section of the party is still holding the view that the party system and discipline within the Congress has broken down from here. 

Girija Prasad's desire for power and Krishna Prasad's political integrity and principles have not stopped being commented on. In this situation, references to power management between Supreme Leader Ganeshman and Koirala, political appointments contrary to the party's decisions and mutual interests were also connected.
