About 3,900 prisoners are now kept in the Central Jail at Sundhara, built by Rana Prime Minister Chandrashamsher. But it may come as a surprise to hear that the prison was proposed to be sold in the 50s. There is nothing to be surprised about. Because, at that time, the 'Central Jail Minimum Pricing Committee' was formed and the work was started to sell. The move to move the prison from the heart of Kathmandu to somewhere else was seen as 'mysterious' at the time.
A 7-member committee was formed under the coordination of Khagendra Paudel, the permanent director of the prison management department, to sell the prison spread over about 43 ropani land. By selling the land and dilapidated buildings of the Central Jail, 533 ropani land at Vidur in Nuwakot was acquired in 2044/045. The then Home Minister Niranjan Thapa proposed to build a prison building at that place. He was the home minister until the 2046 movement.
The work could not proceed due to the non-compliance of the pricing criteria of the Malpot Office and Kathmandu Municipality. The Land Office had fixed the value of the land within Kathmandu Municipality at Rs. 11 lakh. But when the municipality built the Gongbu Bus Park, it was assessed at 1 crore. It was estimated that if the prison is sold at the price of the municipality, it will get up to 43 crore rupees. Prabhat Shamsher, the spokesperson of the Ministry of Home Affairs, said that the prison to be built in Nuwakot will be developed as a correctional center.
Spokesperson Rana argued that the democratic government should build a jail suitable for the time. Rana informed that the road department has been requested to build a road at the site of the prison in Nuwakot. It was said that school, health center, sports and library will be arranged in Nuwakot prison. Even earlier, 492 ropani land was acquired to build the central jail in Bhainsepati. But there was no chance to build a prison.
It was proposed to build a prison in Nuwakot about 32 years ago, but it has been operational only a few years ago . But the construction of the prison has not been completed. So far, even the wire fence around the prison has not been properly arranged . A prison has been built in Nuwakot to accommodate more than 1,370 prisoners. There are currently 760 prisoners in the said prison.
