The multi-party system of governance is being blamed for the collapse of public institutions. From time to time such a sound is heard from the street to the house. In a way, the public institution has been sold by the multi-party government. The closure of the trolleybus service operated with the help of China is also considered to be behind the said comment.
The trolleybus service, which was operated in the year 2032, was completely closed in 2066 after 34 years. From time to time, there is a discussion about why the trolleybus service, which is operating from morning to 10 pm on a distance of 13 km from Kathmandu's Tripureshwar to Bhaktapur's Suryavinayak, has been stopped or stopped.
However, according to the data up to 2050, the trolleybus service gave only one year of profit in 2045/046 in 19 years of operation . Even if the government did not calculate the profit from the facilities provided to the citizens, the panchayat had to bear a loss of lakhs of rupees every year. The government suffered a loss of 7 million from 2045/046 to 2049/050 while operating the bus.
Since there was no arrangement to give subsidies, they used to spend as much as they earned . Since the trolleybus service established at a cost of 4 crores is operated by electricity, the maintenance of electricity poles and wires from Tripureshwar to Suryavinayak, spare parts, and staff salaries were used to be spent. When
started its operations, nearly two decades later, i.e. in the 50s, not a single bus was added. The service which started with 22 buses was reduced to 9 by the 1950s. The trolleybus service was slowly becoming just a place to support 188 employees . At that time, the daily income was only 25 to 30 thousand.
According to the report of Maheshwar Das, the head of the planning and technical department of the transport organization, the use and lifespan of the trolleybuses was over at that time. It was mentioned in the report that even if the trolleybus is being operated, there will be no Athest trip, the maintenance cost will be high and the loss will be incurred. So the trolleybus service was called the white elephant.
Transport professionals said that public transport operating with private investment was providing 98 percent of services. Private transport businessmen used to say, 'Increasing government expenditure by operating trolleybuses is like trying to hold the sky with a Hootitown.' They claimed that if the private sector provides trolleybus services, the profit will increase by 50%.
After the trolleybus service was going into daily losses and the buses were old and could not run, the Board of Directors of the Transport Institute decided to add 10 new buses . 3 crore 22 lakh 25 thousand was required for the purchase of buses. But the institute had no money . The government was requested to invest the amount in the form of shares or give loans to the institute. In case of not being able to operate the trolleybus in the
structure, the Transport Institute decided to operate the trolleybus outside Kathmandu in Biratnagar-Dharan, Bhairahawa-Butwal, Tripureshwar-Kirtipur, Thapathali-Patandho . But the decision was not implemented and the bus service was stopped.
The government officials all agreed on the fact that the annual loss was due to the weakness of the management during the operation of the trolleybus service . But, how did the trolleybus service come to such a state? No one noticed that. Complaints were heard from the institute about beating the passengers and the driver of the trolleybus and not giving them money.
The bus used to move on its route at the appointed time whether it was a passenger or not. According to Das's report, because the trolleybus runs on electricity, the fuel cost equal to 36 lakh rupees was saved annually. In the 18 years since the trolley was in operation, the organization had published the data of fuel savings of 46.8 million. Therefore, there was a clamor to maintain the environmental balance and save fuel costs by operating the trolleybus service throughout the valley.
Why was the trolleybus service closed, what was the condition of internal management and income? What were the weaknesses? Since when was the trolleybus running at a loss? Now the trolleybus does not exist .
Private companies or individuals are making profit by paying interest to the bank from vehicles purchased by spending lakhs of rupees . But how did the loss occur while operating the free bus provided by China ? A satisfactory answer to this natural question has not yet come from anywhere.
