As soon as Girija Prasad Koirala became the Prime Minister in 2048, the strategy of building the Arun 3rd hydroelectric project, which was considered suitable for the country's electricity supply, was moved forward. Organizations like Arun Concern Group, Alliance for Energy, Inhured led by Gopal Sivokoti in the name of campaigner in Nepal were protesting the project by raising the issue of environment.
In the report published by the International River Network, the message was conveyed that it is not right to build the project by mentioning that 10,000 laborers working during the construction of the 122 km 'access road' will damage the environment, affect four and a half million tribals and destroy more than 100 species.

The most opposition to the Arun project was made by the left-wing component, including the UML, the main opposition party in the House of Representatives. While the process of opposition and support was going on, the information that China would operate a large irrigation project in the upper part of Arun III, which is in its territory, was spread in Nepal. There was a rumor in Nepal that if he built an irrigation project, the electricity scheme would not work.
Information was spread that the construction of the project has been started to irrigate 9 thousand hectares of land above the Arun river . Even using this as a base, campaigners went against Arun . But it was not officially confirmed. Secretary Upadhyay said that the current rumor that he informed China about Arun 5 years ago is not true. Resident representative of the World Bank Dr. Joy Manisavasagam also made public the statement that he had informed China a year in advance.
For Arun III, the government informed that Nepalal should bear 7 percent of the total cost of the project. About 2.2 million US dollars spent on Arun's feasibility studies were borne by the Japanese government. It was being discussed that the main lender, the World Bank, was more interested in making the Arun project and put pressure on it. World Bank representative Dr. Joy, on the other hand, said that he had helped to make the project at the request of the Nepalese government. But he emphasized on the improvement of Nepal's electricity supply.
The World Bank was asking to increase the tariff of electricity . He said that the strength of the Arun III project is in the "court" of the Electricity Authority. In that too, issues such as the Minister of Water Resources should not be on the board of the authority were also raised. Secretary Upadhyay informed that all the electricity produced by the project of 210 megawatts will be consumed in Nepal. At that time, electricity did not reach most of the hilly areas.
