After Girija Prasad and Krishna Prasad had to be reconciled...

The internal strife of the Nepali Congress came to the surface soon after 2048. In particular, Girija Prasad Koirala, as the Prime Minister, was accused of running the government single-handedly and neglecting the party. Party president Krishna Prasad Bhattarai also agreed with it. However, he did not suddenly criticize Koirala by name. Ganeshman Singh used to criticize Koirala.

Bhattarai also seemed to support the questions raised by Singh. When the party decided that Bhattarai would be a candidate in the by-election, Koirala started speculating that Bhattarai could be bargained for the post of Prime Minister . Girija Prasad believed that Singh would support him in the game to eliminate him. There was a mutual dispute and the by-election made Koirala more suspicious. As the election approached, the gap was widening .

Even though the party chairman and the prime minister belong to the same party, the signs of a political accident started to appear after a situation was created where the conversation stopped. To minimize it, the second and third level leaders of the Congress to maintain understanding between the two leaders formed a pressure group. 

Congress leaders including Gopal Rai of Okhaldhunga, a member of the pressure group, prepared three suggestions to coordinate between the two leaders. This suggestion was also informed to the then General Minister Mahendra Narayan Nidhi. They were not to change the leadership of their government, Krishna Prasad would run from a district outside Kathmandu in the by-elections, and not to talk about the weakening of the party president's authority in the constitution.  The

group gave this 8-page suggestion to Prime Minister Koirala on 23 November 2050. The suggestion was prepared by the leaders who are known as staunch supporters of Koirala and Bhattarai.

The then Home Minister Sher Bahadur Deuba, Minister of State for Finance Mahesh Acharya, Assistant Minister for General Administration Justice and Law Dinbandhu Aryal, Vice Chairman of the National Planning Commission Ram Sharan Mahat, MP Shailaja Acharya, Congress leaders Bhuvikram Nemwang and Rajendra Kharel were given the responsibility to coordinate the implementation of the three-point proposal. 

A discussion was held between Bhattarai and Koirala on the morning and evening of the 24th at the Prime Minister's Office, Baluwatar. After the discussion between the two leaders, it was agreed to help each other. The pressure group also warned that if both leaders do not accept the agreement, they will collect signatures.
