The allegation of selling the Bhrikuti paper factory run by the government in the name of privatization is still a topic of political discourse. Even though the factory is now closed, it seems natural to criticize the privatization and its consequences. But the statistics show that in the early days of privatization, the production of the industry increased and became profitable.
Bhrikuti Paper Factory, which was established in 2039 and started production from Baisakh in 043, was privatized and named Bhrikuti Pulp and Paper Limited . After the political changes of 2046, the government led by Girija Prasad Koirala, which was formed in 2048 through general elections, gave priority to liberal economic policies and privatization. Bhrikuti paper was also one of the three industries that were privatized for the first time according to the same policy. The industry was privatized on 20 January 2049.
Ministry of Finance Spokesperson and Head of Privatization Unit Mukunda Prasad Aryal explained that privatization is necessary because the government has shown profit without showing future obligations. Even then, there was public criticism that the profitable industry was being privatized. But before privatization, paper production in the industry was declining. That was also one of the reasons for privatization. This industry has been closed since January 2067 after 24 years of operation and 17 years after privatization. The main buyer of this industry is Golcha Organization .
At the time of privatization, Hulas Metal Craft Pvt. Ltd. under Golcha Organization, OMDI and Inter Match of United States of America had 60% shares and 10% shares of Himali Pipe and Himal Steel . A policy was made to give the remaining 30 percent shares to employees and the general public. Before privatization, the industry produced 978 thousand 293 metric tons of paper in July 2049/050, 889 thousand 489 in August, 596 thousand in October, and 191 thousand 952 metric tons in October. It was privatized when the government could not operate it if it was not properly managed due to declining production . But after privatisation, production increased .
After privatization, 1 lakh 38 thousand 799 in January 2049/050, 21 lakh 84 thousand 341 in February, 2 lakh 96 thousand 8 hundred 13 in March, 27 lakh 62 thousand 281 in Baisakh, 32 lakh 75 thousand 337 in May and 2 lakh 92 thousand 415 metric tons of paper were produced . It was said that privatization was right. In the financial year 2048/049, it produced 264 lakh 50 thousand 557 metric tons of paper annually and sold 256 million 8 thousand 11 metric tons of paper . Also in the year 2051/052, paper production increased and sold.
Employment was increased by hiring more employees after privatization . After privatization, the number of employees was increased to 380 by giving additional employment to 147 people. The industry went ahead with the plan to increase production by giving more facilities to the employees . The industrial factory and the housing area were also spread over an area of 45 bighas.
After privatization, the target was set to increase production by 13 tons daily and reach 128 tons daily. A three-phase effort was made for that. For that, a plan was made to increase the investment and add machines. The news prepared by the National News Committee (RASS) was published in Kantipur on November 13, 2050, focusing on the issues of privatization of the industry, the state of paper production, job creation and future plans.
The land and building of the factory are now in ruins. Years have passed when the profitable industry was shut down by investors showing losses. At that time, the locals have been demanding to use the land for 24 years, adding that paper called pulp was sent to Japan. The zinc sheets of the building have started to blow. Locals say that a hotel, park or any structure that can be a source of income can be built on the land near the Narayani river bank connected to the Narayanghat-Butwal road.
