"Milk holiday" is a problem that has been heard since the 50s. This problem has not been solved even now after 32 years. The practice of declaring a 'milk holiday' or milk holiday after the milk produced by the farmers is not sold is still in place. Denmark has created a controversy over the permission to import spare parts to the slaughterhouse company as part of the tender for setting up a factory in Biratnagar with the capacity to make 34,000 liters of milk powder per day. The tender was held in Denmark.

The government of Nepal had said that they were not involved in this as all the responsibilities related to the factory belonged to Denmark. An agreement was reached between Nepal and Denmark in 2049 on the condition that the factory would be built with a concessional loan of around 12 million rupees (23.7 million Danish kroner) and later taken over by Nepal.

Officials of Nepal said that no matter who gets the job, they are interested in quality structure . At that time, the Dairy Development Organization used to collect 150,000 liters of milk per day. Of that, only 130,000 liters were being consumed. The consumption of private dairies in the local market was more than that of the institute. At that time, the institute used to sell 130,000 liters of milk and 25,000 liters of curd in the valley alone. Stakeholders said that the private sector and the Agricultural Development Bank are also responsible for the sale of farmers' milk.

Kantipur Dainik published news on 28th November 2050 under the title 'Proposed Powdered Milk Factory Controversy' focusing on the issue of Denmark's financial loan assistance and the disputed tender process for opening a milk powder factory.

Acharya, who brought the plan to make powdered milk, said that there was a commission network in the Ministry of Agriculture that she was handling at that time and there was a delay in the supply of chemical fertilizers. Acharya, who was in controversy with his own statement, could not implement some of the concepts he brought. She demanded an inquiry into the fraud of her ministry's commission. She said, 'The Ministry of Agriculture is surrounded by the net of the commission.'

Instead of investigating the statement of the then Agriculture Minister as a basis, she resigned after putting pressure on the minister himself. But in the beginning, according to his concept, now there are seven powdered milk production plants across the country, both government and private. Although powdered milk is produced, it is difficult to find a market. According to the concerned farmers, the established plants have the capacity to produce 10,000 tons of milk powder annually, but the consumption is only five tons.
