The initiative to modernize the land survey through computers was made three decades ago. But there were no people who could provide expert services for the development of computer systems in Nepal. In India, the land system was being modernized in the Devanagari script since the 1940s.

In Nepal, only after the change of 2046, the use of computers has been started in government offices. In Nepal, foreign organizations had promised to help arrange land acquisition. The then Land Reforms Minister Jagannath Acharya said that the land holding system should be modernized to solve the problems of dual ownership, unequal distribution and land encroachment. The representative of the government said that if the land registration technology is successful, there will be less land disputes, unnecessary confusion and brokering tendencies.
