Banepa, Bardiwas-Sindhuli Road (currently BP Highway) is the main priority road of the government under the 8th Five Year Plan after the 2046 change. BP Koirala, when he was the prime minister, in 2016 proposed the construction of this road as a short highway to connect the eastern region of Nepal.

BP brought the concept of making road fund by collecting support from various donor countries . Experts say that there is a plan to build other roads in the country from this fund.

The fund was called 'Road Transportation Organization' (ITO). Although this concept was introduced in 2014, BP made this fund operational after becoming the Prime Minister. BP started building the Banepa-Bardiwas road from the same fund. That's why the common people knew the road as 'RTO road' at that time. 

Prime Minister BP also opened the road track from Shrikhandpur in Kavre to Mangaltar. After Raja Mahendra dismissed BP as Prime Minister and sent him to prison, the construction of the road was stopped . The Panchayat system neglected the construction of the said road due to BP's vision. The candidates in the National Panchayat elections started putting pressure on the government saying that the highway is necessary. Due to the addition of BP's name, the starting point of the road was changed and further studies were started. Experts say that the starting point has been changed because the road construction credit goes to BP.

Girija Prasad Koirala, who became the Prime Minister after the restoration of democracy in the year 2046, initiated the construction of the road. Girija Prasad planned to name the road as BP Highway, which was studied by Japan's International Cooperation Agency (JICA).

Even though the government has prioritized it, the possibility of starting the road construction at the specified time was getting less and less. The panchayat was studying the road and the construction phase was delayed after dealing with many difficulties.

The highway was the first big road network of Nepal to be built with the help of Japan. The construction of the road, which will cross Madhesh from the lowest part of the Mahabharata range near Sindhuligarhi, was also aimed at reducing the national transport costs. 

The road will be used as an alternative to the Mahendra Highway to go to the eastern Terai and the hilly districts like Sindhuli and Ramechhap will be included in the main flow of traffic.

In the feasibility study, the proposal to construct the road in sections was put forward . But the report was prepared accordingly after the government set a target to build it at once. It was mentioned in the report that the road should be built by taking into account the environmental standards as per the guidelines of the National Planning Commission, as the large guardrails have to be cut. 

According to the report prepared by JICA, by the year 2000, it was estimated that 1 thousand 200 vehicles will travel in the southern section and 1 thousand 100 vehicles in the northern section. It was also mentioned in the report at that time that the number of vehicles could increase by 30 percent. As the government has set a target of making 763 km of highways in the eighth five-year plan, this highway was given priority.

The road now known as BP Highway was constructed in 1996 and fully operational in 2015. The length of the road from Dhulikhel to Bardiwas is 160 km. The news was printed on the front page of Kantipur Daily on 14th Chait 2049 in the byline of journalists Narayan Wagle and Ramita Limbu about the construction of an ambitious post-democracy road plan.
