The government has announced that it will create the necessary institutional and legal framework to ensure the development of artificial intelligence (AI) and its ethical use. Presenting the policy and program for the next financial year 2082/83 in the Federal Parliament on Friday, President Ramchandra Paudel informed that a legal and policy basis will be prepared for the development and ethical use of the AI sector.
"An institutional and legal basis will be prepared for the development and ethical use of artificial intelligence," he said, "a digital ecosystem will be built for the development and expansion of the latest technology in the field of information technology." The draft includes an ambitious plan to establish new institutional structures for AI regulation and promotion, such as a regulatory council, a national AI center, an AI center of excellence, an AI incubation hub, and mechanisms for coordinating and collaborating on AI at the provincial and local levels.
The Ministry of Communication and Information Technology released the draft of 'National Artificial Intelligence Policy 2081' for opinions and suggestions last January. It has been proposed to form an 'AI Regulation Council' to act in accordance with ethical guidelines and international standards for the development and use of AI and to prepare a legal structure related to AI. It is mentioned in the draft proposal that the Minister of Communication will be the chairman and the main member-secretary of the National AI Center.
