Targeting the upcoming House of Representatives elections, the Nepal Workers and Peasants Party (NWP) has made public a manifesto with an agenda of establishing a socialist system, tightening the citizenship policy, toughening laws against corruption, and making education and healthcare services completely free.

The manifesto released by the party's Central Election Mobilization Committee describes elections as a 'medium of theoretical, class and political struggle' and clearly states that socialism will not come through elections alone. The manifesto expresses a commitment to make the parliament a people's representative house that understands the pain of the people, protects the country and formulates necessary policies and laws, rather than a Prime Minister-centric institution.

Proposal for stricter citizenship policy

The NCP has put forward an agenda to abolish the system of granting citizenship by descent to children of foreigners who have obtained citizenship by birth. The party has stated that it will continue the struggle to make a legal system to grant citizenship by descent only to children whose mother and father are Nepali citizens.

Proposal for harsher punishment against corruption

The manifesto considers corruption as the country's main problem and mentions that the assets of corrupt people should be nationalized and that major corrupt people should be punished up to and including the death penalty. The party says that legal reforms are necessary to prevent the parliament and the state machinery from becoming 'facility-seeking institutions'.

NEMKIPA has said that legal arrangements should be made to make education from school to university free and compulsory. In addition, it has been mentioned that it will insist on getting the Khwap University bill advanced by Bhaktapur Municipality passed by the parliament. Making health insurance effective and providing more services to the general public is also included in the party's agenda.

Emphasis on infrastructure and a production-oriented economy

The manifesto mentions the need to develop remote areas through the construction of infrastructure such as ropeways, tunnels, railways and cable cars. The party believes that irrigation canals, fertilizer factories and seed assurance are necessary to increase agricultural production. The manifesto also mentions that cooperatives should be prevented from becoming brokers of private banks.

Declaration of struggle against foreign influence and agreements

The party has reiterated its demand to abolish agreements such as MCC and SPP. The United States has opposed the blockade imposed on Cuba and the intervention in Venezuela.

Proposal that people's representatives should live in their own districts

The Nepal Communist Party (NCP) has stated that a legal system is necessary to require elected people's representatives to live in their own districts and serve the people. The party believes that this will increase balanced development and direct accountability to the people.

Through its manifesto, the Nepal Communist Party (NCP) has announced that it will intensify its socialist propaganda campaign, claiming that radical change is possible only if its candidates are elected from across the country.
