Nepali Congress General Secretaries Gagan Thapa and Bishwaprakash Sharma have said that they will implement the system of allowing only two terms as Prime Minister.

Presenting separate reports at the closing session of the Congress special general convention, they pledged to take the initiative to amend the Congress statute and the constitution to implement the provision.

‘This special general convention passes the proposal that the country’s chief executive (Prime Minister) will have only two terms in office, in accordance with the sentiments of the Nepali people, party leaders and cadres, and especially the young generation,’ the contemporary-political report submitted by Thapa states, ‘The Congress statute will be amended to implement this provision. No person from the Congress will now be the Prime Minister for the third time.’ He said that the Congress will play a leading role in amending the constitution to implement this provision.

Similarly, the report submitted by General Secretary Sharma also mentions that the provision that the Prime Minister cannot be the same person for more than two terms will be implemented. ‘Elections will be held, a new government will be formed, but the Prime Minister will remain the same, we have been practicing this continuously for a decade and a half.’ On the one hand, this increased dissatisfaction among the citizens. It made the leadership unpopular. On the other hand, it did not yield meaningful results,' his report says, 'Correcting the mistakes of the past, this special general assembly declares - no one from the Congress will become the Prime Minister more than twice in the future. The Congress will take the initiative to enshrine this policy of the Prime Minister serving only twice in the Constitution.'
