The Rashtriya Swayamsevak Sangh (RSS) will update the details of the agreement reached with Kathmandu Metropolitan City Mayor Balendra (Balen) Shah to the Election Commission only after submitting the closed list of proportional candidates for the February 21 House of Representatives elections.
The RSVP has decided not to update the list immediately as it is currently busy preparing the proportional list.
A 7-point agreement was reached between Balen and RSVP President Ravi Lamichhane on Sunday morning. Point 6 of the agreement states that ‘documents related to the National Independent Party will be updated with the Election Commission in accordance with this agreement.’ Although the agreement does not mention in detail which documents will be updated, preparations are underway to update the details with the Election Commission after Balen is given a position in the RSVP. The agreement does not mention which position Balen will be given in the RSVP. However, leaders close to Balen claim that there was an agreement to give Balen second priority after President Lamichhane since he has been put forward by the RSVP as the future Prime Minister and parliamentary party leader.
The 5th point of the agreement states, ‘After the comprehensive integration of youth activists in the party, the party’s organizational structure will be further empowered and expanded by making appropriate adjustments to young activists and experienced experts, and assigning responsibilities based on competence, inclusiveness, and public image.’ ‘The Election Commission never stops the registration of parties and updating their details,’ he said, ‘Party registration has been done only for election purposes and has been done on a fixed date. Parties that are registering now will not be allowed to participate in the House of Representatives elections to be held on 21 Falgun, that’s the only difference.’ He said that the details will be updated based on the application submitted by the party to the Election Commission.
If there is any change in the central committee or office bearers of a political party, it should be updated to the Election Commission. There is a practice of submitting such details as per the Act and Regulations related to political parties. In case of party division or any dispute related to the party, the Commission decides on the legitimacy based on these details.
