UML General Convention passes 24-point resolution: 'All corruption scandals should be thoroughly investigated'

The 11th General Convention of the UML has passed a 24-point resolution. This not only includes the UML's views on the situation after the Gen-G uprising, but also provides some indications about the path the UML may take in the coming days.

The resolution passed has declared the steps taken by the Sushila Karki-led government unconstitutional, and some of the decisions taken by the current government have been cited as examples, concluding that they are unconstitutional and illegal.

The resolution passed has also demanded an investigation into the assets of those who held high political and administrative positions in the state in the past. UML has said, 'All corruption cases under discussion should be thoroughly investigated. Those found guilty should be prosecuted according to the law. Urging the state's authorized bodies to take necessary decisions on this matter, we want to assure them of the party's support in this matter.'

The main 5 points of the resolution passed by the UML at the 11th National Convention:

1- The current government, which has received the election mandate, is not aiming to create an environment for elections, but to prolong unelected power. It is not engaging in meaningful dialogue, consultation and cooperation with the parties that are the pillars of democracy. It is walking on the path of prohibition. It is imposing restrictions on leaders, cancelling passports, banning peaceful programs, and conducting character assassinations by conducting media trials. The government is keeping silent even when various suspicious characters, under the protection of the government, are threatening to physically attack leaders, preventing parties from participating in the elections, nullifying the results even if they win, and filing cases against leaders and not allowing them to leave. It is not taking concrete steps to bring back weapons and ammunition looted from the police, return escaped prisoners to prison, and create an environment of peace and security in the society. In such a situation, how can parties fearlessly go before the people and voters confidently reach the polling stations? The government is not moving in the opposite direction, but towards creating a basis for elections.

2- The situation of peace and security in the country has become complicated. A large number of police weapons and ammunition looted and a large number of prisoners who have escaped from prison are still outside, which has spread fear in the society. The morale of security personnel has declined. Suspicious characters are entering government offices and business establishments, threatening civil servants and businessmen, and taking the law into their own hands. A kind of statelessness has been created. In such a situation, the CPN (UML) calls on all citizens to form toll security committees at the citizen level for their own safety and to manage local security arrangements in coordination with security personnel.

3- This General Convention has paid serious attention to the ‘Agreement between the representatives of the Gen-G People’s Movement and the Government of Nepal’ on November 24. The government, which was formed unconstitutionally and is undergoing judicial review in the Supreme Court, has no right to make such an agreement on constitutional, political and economic matters that will have a long-term impact on the country. When the election mandate has been received and the election date has been announced, an agreement to influence important legal and structural issues of the election is in itself against electoral ethics and beyond the jurisdiction of the government. No amendment or modification to the constitution can be made by anyone other than the people’s representative body elected by the people. The intention of this agreement, which prohibits the parties from leading the constitution-making process when the House of Representatives has been dissolved, is to undermine the foundational pillars of the constitution and make the constitution itself a failure.

4- The current government has been involved in unconstitutional decisions, protection of illegal acts, and various corruption incidents. Even when the Supreme Court overturned various decisions including the dissolution of the National Land Commission, the recall of the ambassador, and the removal of the executive director of the Electricity Authority, it has not shown any sense of morality. Even though the facts of serious irregularities in the power purchase agreement with India have been made public, it is not taking responsibility.

5- UML has always stood for good governance, transparency, and cleanliness. It has been our tradition to cooperate with the state's authorized bodies by resigning from public positions as soon as questions arise and to exempt the party from responsibility as soon as it is prosecuted until it is cleared by law. This general convention demands that the assets of people who held high political and administrative positions in the state in the past be investigated. All the corruption cases that are in the news should be thoroughly investigated. Those found guilty should be dealt with according to the law. I would like to urge the state's authorized bodies to take the necessary decision on this matter and assure them of the party's support in this endeavor.
