Debate in UML: Restoration of the House of Representatives or elections?

There is a difference of opinion in the UML on whether to restore the parliament or go for elections. Chairman KP Sharma Oli has proposed to restore the House of Representatives in the political report presented at the central committee meeting on Wednesday. However, some central members are of the opinion that they should go for elections.

Of the 184 central members who spoke at the meeting on Wednesday and Thursday, about 80 percent of them were of the opinion that it would be appropriate to restore the House of Representatives. Expressing doubts about the government holding elections on 21 Falgun, they said that the party should not run away if elections were held. Leaders who supported the proposal to restore the House of Representatives also suggested that preparations for the elections should be made internally.

Central members Mahesh Bartaula and Yagyaraj Sunuwar had expressed the opinion that the parliament should be restored. ‘The House of Representatives should be restored through street protests. Then we should go to elections through an all-party government,’ said Bartaula, who is also the former chief whip of UML. Similarly, Mohammad Harun and Mohammad Samir had also said that it would be appropriate to restore the House of Representatives.

Central members Deepa Sharma, Yubaraj Baskota, Ramlal Sah, Madhav Aryal, Ramchandra Khadka, Rachana Khadka, Jhapat Rawal, Prakash Shah, Narendra Shrestha, Surendra Manandhar, Baburam Thapa, Navina Lama, Narakumari Pun and Thammar Bista had said that the current situation has come about because of the Oli-led government. They had suggested that preparations should be made to participate in the elections announced since the government was displaced by the Gen-G movement.

UML has stood in favor of the restoration of the parliament, saying that the interim government was formed against their suggestions. Oli has emphasized the restoration in his political report, stating that the dissolution of the House of Representatives was unconstitutional and undemocratic. Similarly, he has also proposed to hold the party's general convention at the end of Mangsir.

Central member Subhash Devkota said that most people understand that there was a weakness in the assessment of the situation. ‘There is no other option than to synthesize this understanding and select the leadership through democratic methods at the general convention,’ he said. UML Publicity Department Chief Rajendra Gautam said that since the general convention has been announced, the issue of leadership reorganization is not the main agenda now. He said that UML will not run from the elections if elections are held.

Leaders have come out in favor of former President Bidya Bhandari in the meeting. Leaders have said that it was wrong to stop Bhandari from entering politics by suspending her membership. Central members Deepa Sharma, Yubaraj Baskota, Ramlal Sah, Madhav Aryal, Rachana Khadka, Manju Gurung, Navina Lama, Parshuram Adhikari and 30 others were of the opinion that her membership should not be kept ‘pending’.

‘Former President Bhandari’s entry into politics will benefit the party,’ they said, ‘the path should be kept open for her to enter politics.’ In Wednesday’s meeting too, there was a demand to allow Bhandari to enter politics. Bhandari's membership was kept pending before the 20-22 Bhadra legislative general convention.

In the meeting, UML Chairman Oli was criticized for the lack of internal democracy in the party and the leadership being responsible for the political crisis that arose after the Gen-G movement. The central members said that the leadership should accept responsibility for this political situation and move forward in a new way. They demanded that the leadership be handed over from the upcoming general convention and that different views should be respected.
