The parties that are considered to be the bearers of political change in Nepal tend to become unpopular quickly after the change. It is not a matter of transformation in the state of the country immediately after the political change. Socio-economic transformation will have to wait for some time.

But there had to be a situation where the people felt that it was right and on the right path. The economy of the country is weak, the destination of educated youth is Europe, America and Australia. Young workers rush to Arab countries for jobs. Not only in colleges and universities in the country, but also at the school level, the number of students is decreasing. Elderly parents have to live alone at home. There is no projection of how Nepali family and society will look in the next 10, 20 or 50 years. Politics is involved in the party's traditional bickering and tussling, and the game of power change. 

The presence and role of political parties is inevitable in a democratic state system. It is the parties that connect the people to the state system. They transform public sentiment into government policies and programs. Such a role of the party is both emotional and objective. It is this that has a meaningful relationship between the party and the common people and voters. Since the 2007 revolution in Nepal, the relationship between the people and the party has been more emotional. For political change, emotional aspects work more. But after the change the objective aspect becomes more important in this relationship. People expect convenience and fulfillment of their daily needs.

is especially expected during the election with parties and candidates and with the government formed after the election. People are no longer interested in weak theories and philosophies like Marxism, Leninism, Communism or Socialism. In the new generation, especially people under the age of 30, this aspect has become zero. The results of the last general election and by-election have indicated that. An additional 2.9 million youth will be eligible to vote in the 2084 elections. In the upcoming elections, there is a big change in the electoral demography and its impact on politics is sure to be different. New thinking, vision and new faces of leadership will determine the priorities of the electorate.

In open and competitive politics, the party and the government are not always in a position to win. However, a situation like ours, where the parties are fragmented before the completion of even one election period, is very conceivable. It is not beneficial for politics, governance and the future of the country to see that the parties that are considered to be the main pillars of politics are in shambles. Therefore, there is widespread dissatisfaction and disappointment with the party and leaders among the citizens. As a result, the distance between the party and the people has also increased. More seriously, people's hope and trust towards politics is broken. Negative thinking is rampant. It is not that the political parties are becoming weak, but the current situation is not limited to that. There is a feeling of being in power and creating a tyranny. The family members of the top leadership seem to be involved in it. There is no fair investigation. Investigation, police, authorities, courts are everywhere the shadow of the party. There is a perception in the public mind that parties are bad. No initiative has been taken by the political party in its proper treatment and course correction.

Democracy has some inevitable game rules. The constitutional/political system we have adopted cannot function without the party. In elections, party candidates and leadership connect voters. The parties themselves will make the processes and arrangements of the constitution operational. Its merits, demerits and quality are measured based on the party's activities. Today, the system is being discredited because of the party. Unchanged, those who disagreed with this system are frustrated. Politics has been polluted by unrestrained propaganda against the basic values ​​and principles of the Constitution. As a result, the constitutional system itself has started to be questioned. If the basic principles of democracy and universal values ​​and processes are to be accepted, then there is no need to rewrite the constitution at home and keep changing the system. The political system can be reformed and modified based on practice, but more than that, there is a need to change the working style, leadership structure and process of political parties. It is not possible to address the changing desires of the people with old thinking, structures and processes. In the status quo, it is not possible to fill the voters with enthusiasm, there is no possibility of reducing the distance between the party and the people. 

Current situation

• There is a constitutional system in the country, but it has become limited in the technicality of the process. Politics has not taken shape as expected by the constitution. Coherent behavior develops the desired constitutional culture that keeps the political system vibrant and dynamic.
• political behavior could not become permissible! Became fragmented, fragmented and opportunistic. As a result, the country is stuck in government instability. Since the last one year, the two largest parties have formed a power coalition, even if it seems that this problem has been solved, it is only a temporary reprieve, not a solution.
• The people have not been able to feel the good governance that has been given excessive slogans. The common people are still forced to live in injustice, oppression, discrimination and deprivation. The government has not been able to deliver on its promises. If the protection of power is obtained, it seems that the law/law does not apply, impunity is rampant.
• governance/administration, political parties and leadership are not accountable to the people. Due to the lack of separation of powers and balance in the three main organs of the state - the executive, the legislature and the judiciary, there was a call for a dictatorial style and despotic behavior in the government. What is more alarming is that the governance/administration is run by middlemen.
• For decades, parties and politics revolve around the leadership of a few limited people like rote-taping. Due to the character and behavior of the leader, his credibility in the eyes of the people is falling to zero. He has lost credibility. There is a concern and concern that its impact has fallen on the political system and this system itself will collapse. Where is the

fault?

Those who disagree with political change point the blame at the constitution and the system. No system is perfect and flawless. Its healthy and progressive practice will be done by political parties. Practice determines the lifespan of a constitution. There are many reasons for the faults seen in our politics now. We citizens are also guilty in one way or another, but the main blame goes to the political parties and the leadership that runs them. It is the responsibility of the political party and the leadership to develop the system and healthy traditions while minimizing the shortcomings.

Therefore, the blame for the current political distortions goes first to the party and its leaders. The same person has been in the leadership structure of the party for decades. Under his umbrella, constitutional deviation, economic irregularity, corruption, extreme partisanship and a distorted view of power can be seen. Even if some are innocent and honest, there is a situation where no one believes. The entire politics and the state power feel trapped in the maze of wrongdoing. 

After seeing the results of the last election, the second and third ranked leaders of the big and leading parties raised their voices saying 'Sachhine ki Siddhine', but due to the power and vested interests of the top leaders, those voices have turned out to be innocuous. The expression that the parties will not improve no matter what is done is starting to be seen in the public mind, the disappointment towards politics is increasing. It cannot be the case that the parties rise up by pushing the people into despair. Instead, the parties become irrelevant and thrown away. If this or that party ends, the country's politics will not stop, another will take its place. The main requirement, however, is the desired reform and change in the procedures and behavior of the parties. For this, we have tried to summarize the contents of changes and improvements that we see as necessary. We want the parties to initiate it without delay.

If there is no internal reform in the political party, good governance, development, democracy and the constitution will have no meaning. Due to the parties, the state of unrest in the country has exceeded the limit, all that is left is to bring down the country from the bheer. That's why we have to say and write these things openly. It has become an imperative requirement for political parties to develop party culture in a new way so that it is compatible with the spirit and principles of the constitution. Our intention is to harass the parties for this, it is the parties that do it.

Reform measures

First, the people had to get a sense of responsible leadership and a responsible party structure. In a democracy, the parties are not limited to the circle of members occupied by their own perceived ideas, principles and factions and sub-factions. The parties claim to be 'people-oriented', but that is hidden. It is necessary to make it objective. In a democracy, a party is considered to be people-oriented only if it can develop the traditions of the organization and leadership structure of the party in such a way as to respect the sentiments of the people expressed in periodic elections. Everyone feels the need for improvement in the behavior and operation process of political parties. We have been saying this publicly several times. 

Political parties have to play a role again to break the chain of corruption that is growing in politics and move it in the right direction, we can only show the way. Now the country is looking for quality over the number of parties. It is not a matter of change in thinking and attitude, it is to show and become an example through work. Common citizens should feel it. Therefore, it is necessary for the new generation to come forward with the courage to break the existing cycle of injustice, even if they sacrifice themselves like Abhimanyu in the Mahabharata war. The work may be difficult, it is also risky, but it is our conclusion that this net can be broken and must be broken. For this, it is necessary to develop a tradition of connecting the leadership of the political party with the votes received by the party in the periodic elections, i.e. losing, and the moral responsibility of the main leader. It also provides the foundation for building new and energetic leadership.

In the organizational structure of most of our parties, the chairperson/president is the main leader. Some parties have also provided in the law that the chief official cannot be the same person for more than two terms. But it cannot be assumed that the leadership is popular and responsive. The most obvious and universally accepted basis of popularity is the popular support and votes a party receives in periodic elections. In this regard, the tradition developed in Britain is commendable. There, after the party loses the election, the leader takes moral responsibility and withdraws and elects a new leader.

Both 'Conservative' and 'Labour' parties have been keeping this tradition intact. Not only that, Liz Truss resigned within 45 days of being Prime Minister because her economic policy could not be approved by the party. She reached the state of being billed from the political scene. One might ask, what about Britain? There is more than four hundred years of practice of parliamentary politics. Our general opinion is that people can use the latest communication technology in Nepal, they can use mobile banking, they can use the latest technology in other fields, but it cannot be done in politics. One need not wait hundreds of years to learn the good lessons of the meaningful practice of democracy. If you have the will, you can learn and do it immediately.

It is the primary and minimum responsibility of the leadership to get the expected victory or votes for the party in the election. However, it is also the collective responsibility of the candidate and party organization as a whole. But its first partner is the first-line leadership, ie the Chairman/Chairman in our case. Therefore, the resignation of the prime minister after losing the election, taking the moral responsibility of the party and not being able to manage the internal conflict of the party, is not a matter of humiliation or inferiority. It is a political culture that prides itself on honoring and honoring public responsibilities. In general, it is not the party that loses in the election, it is an example of the leadership not being rejected by the people. On top of that, saying that the party that participated under his own leadership, after falling behind in the elections, will remain in leadership again is a contempt of Lokmat.

Therefore, if a popular and responsible leadership culture can be developed, the problem of internal divisions, divisions and divisions in the party will also be solved and a new and competitive leadership will be developed. A person who is always born in the bosom and legacy of a great leader like a chicken covers a chicken, cannot rule the future of Nepal, let's all think seriously. We are free from the illusion that I hold the sky, I am indispensable, without me the party will not work, democracy and change are possible because of me.

Therefore, our humble suggestion is, let's not make politics a lifelong business. Let's honestly think that this is a periodic public responsibility. Let's give up the fascination of politics throughout life. After reaching the party's lead postage, the leadership of the people can be continued some time, otherwise they have returned to return to the federation of general public.
