Nepali citizens are crazy! Elderly parents are treated with industrial oxygen. They travel by public bus. They live a natural life by eating vegetables produced in their own fields. However, they are not ready to consider environmental crimes as anti-democracy, justice and equality dimensions. They forget that the environment is a modern component of democracy.

Who has no investment. No factories or trades. No share in cable cars. There are no cars in the tunnel. There is no hotel in Shivpuri. Not to win elections and run organizations for any political organization. However, we mock environmental sensitivity as the most destructive agent of development!

Environmental democracy says that people's decisions about natural resources should be based on substantial equality. It examines how decisions are made and whether the public benefits from the outcome of those decisions. This means that any community can influence environmental decisions that affect its future. For example, the ongoing debate over the Mukkumlung cable car project has seen communities seek decision-making power over the impact on their own future. In today's age, it has become a common confession in every country, society or governance system in the world.

is the ideological dimension of the latest generation of environment or environment democratic concept. Even at the time when the concept of feminism came, people hated the environment or environmental consciousness as they do now. Christine de Pisan's Book of Urban Women, published in 1405, brought feminism into the debate. In 1792, Mary Wollstonecraft's book 'Evidence of the Rights of Women' brought the plight of women to the surface. Let's see today, what is the legal arrangement of women's participation in local level, provincial and central political platforms including administration, army, police, private sector community organizations! The

environment is also a recent political ideological topic. It has the right to be incorporated into political policies and procedures. Article 10 of the Key Principles of the 1992 Earth Conference on Environmental Rights sets out three fundamental propositions. They are, access to information, access to public participation and access to justice. The principle of access to rights calls for transparent, inclusive and accountable environmental governance. The Government of Nepal is a member of this General Conference and has agreed to these principles.

Ecologism means the entire ecology is considered a political ideology. Based on traditional political ideology or theory, the so-called liberals accept nature as an element that satisfies people. Conservatives rather see man as the protector of nature and socialists believe that nature should be used as much as possible as a resource. If the environmental challenge cannot be considered as an ecological and environmental issue, the right relationship between nature, natural resources and development will deteriorate.

People often do not forget to discuss the book 'Small is Beautiful' in any academic gathering. But little light is given on the fact that Small is Beautiful has emphasized and made public. Fritz Schumacher says that traditional economic theories forbid environmental thinking of long-term interests. He emphasized that the project which emphasizes on small local level will also supply the needs of the people and will not disturb the ecological balance. By saying that the practice of living should be sustainable, he means that the environmental balance should not be disturbed.

James Lovelock's Gaia philosophy essentially means that the planet we live on, the Earth itself, is a life-giving system. It is said that a very small change like: a small decrease in the proportion of oxygen in the atmosphere or a small increase in the temperature of the earth can endanger all life on earth.

For example, radio frequency is not created by anyone and is not an element found in the atmosphere. Only the formulas, knowledge and art of using them have been developed. Environmental democracy is the advocacy of sustainable development of these elements found in the earth and atmosphere. It is said that in order to protect the natural habitat of these elements, the health of the earth must be protected. Environmental issues are the blueprint for sustaining the earth's health. As James Lovelock said, if there is even a slight change in this, the animal world will be in dire danger. Environmental governance and politics are the creation of policies and rules to prevent it. 

The abundance of water flowing on the earth, the regularity of rain from the sky, the purity of the air in the atmosphere, enough forests to absorb greenhouse gases, are the factors that keep the earth healthy. Natural oxygen in the air, decrease in water flow in rivers, forest destruction and increase in greenhouse gas, decrease in air dew and air becoming more dry, decrease in soil moisture, grasslands, wetlands are becoming unhealthy. The principle that man cannot be healthy in an unhealthy earth is the environmental principle. It is said that this general meaning should become the main issue of environmental awareness and conscious politics. Bhumisukta of Atharvaveda, highlighting the importance of earth three thousand years ago, says, 'O Mother Earth, let your mountains and hills covered with white snow give us coolness, let your green forests give us joy, show us the enchanted world form by showing us the sight of different colors of flowers. Your form is undefeated, impenetrable, unbreakable and steadfast.' This consciousness that came to people thousands of years ago is memorable.

The wealth-hunger of the private sector, the destructive development of the government, and the misuse of technology have not been controlled by environmental laws alone. Therefore, it has been said that nature's rights should be protected by law as human rights are protected by human rights law. In 2017, Swiss parliamentarians submitted a bill for the protection of the Alps to Parliament. This campaign has been launched under the rights of nature. This shows the importance of land. It is said in Bhumisukta, 'The sea and the river are connected to the mother, food is available in her, in fact all creatures are based on her, may we receive her blessings for life.' As it has become the subject of governance, the environment should also be an important subject of politics and governance. Ensuring clean air, running water, greenery, and the natural form of the land is the primary responsibility of the government. Addressing the community's collective knowledge, skills, competencies, and fundamental beliefs and needs of nature conservation in governance and politics reduces the workload of governments. These are nothing new, they are the policies signed by the Government of Nepal at the Rio General Assembly. It is considered as the agenda of politics and governance.

Humans have learned knowledge, awareness, skills or competences while living on earth. The greatest school is the earth itself. Environmental consciousness is the idea that people should be able to live and live on this earth not just for a few generations but for eternity. This world is even more important for materialists who do not believe in an afterlife. Because if there is no life after this, the life dependent on the earth and the life of the earth itself is the important question of public politics.  The

environment issue is not politics, development or controversy. Rather, it is a new ideology that supplies the fundamental lack of environmental consciousness in politics. Human beings and animal worlds are compatible thoughts. Politics is contemporary. Earth, animal world, environment, people, culture and thought are eternal. Contemporary mechanistic psychology should not ignore eternal principles. This is the essence of environmental movement, law, environmental politics and democracy. It is believed that the upcoming budget will not ignore these issues of earth, nature and environment.
