As the demand for a special general convention grows within the Nepali Congress, open discontent against the party leadership has been seen from Koshi Province. Koshi Province Joint General Secretary Khadga Fago has increased pressure on the current leadership, claiming that about two-thirds of the province's general convention delegates are in favor of a special general convention.

According to Fago, the arrival of representatives from Koshi Province in Kathmandu indicates that the demand for a special general convention is not just dissatisfaction but has entered the stage of organized movement. '277 representatives have already arrived in Kathmandu, 69 are on their way and more will go by tomorrow,' Fago said, 'This number clearly shows the psychology of Koshi.'

Stating that there are about 728 representatives in Koshi Province, Fago claimed that not only the majority but also about two-thirds of the representatives are in favor of a special general convention. Fago, who was previously in the group of President Sher Bahadur Deuba, is now standing on the Gagan-Bishwprakash line with the agenda of party transformation. According to him, this is not a personal change of line, but an attempt to save the existence of the party. ‘The leadership has made the principles of the Congress a matter of power sharing,’ he alleged, ‘the Congress is not in a position to stand on its own feet today.’

Fago claimed that the pre-election alliance was the main reason for the weakness of the Congress, and said that a clear decision should be made on this through a special general convention. According to him, the alliance with the UML-Maoist has weakened the organization, identity and ideological clarity of the Congress.

Although there is confusion at the leadership level on whether or not to hold a special general convention, Fago considers the constitution as his main basis. ‘The constitution has given the right to 54 percent of the representatives to demand a special general convention,’ he said, ‘This is a legal and legitimate process, it cannot be stopped.’

He also did not rule out the possibility that the special general convention could produce a new leadership. ‘The special general convention is a process to revitalize the party,’ said Fago, ‘Leadership, policy and direction – all can be reviewed.’
