The National Independent Party has already agreed that Balendra Shah and party Vice President Kulman Ghising will be the prime ministerial candidates after the upcoming elections on Falgun 21. RSP President Rabi Lamichhane had reached separate agreements with Balendra on Poush 13 and Kulman on 14.

However, while the election atmosphere is building in the country, the Rashtriya Swayamsevak Sangh (RSS) has agreed to bring Balendra and Kulman into the party, but has not been able to publicly involve them in the election campaign.

The RSS, which is addressing Balendra as a senior leader of the party in public programs, is preparing to hold a special program to formally bring him into the party's programs. The RSS's plan to put Ravi Lamichhane, Balendra and Kulman on the same stage and advance the election campaign through an 'adjustment program' is being postponed.

The reason for this is the dissatisfaction of the Kulman Ghising faction. Kulman is preparing to go for adjustment only after it is decided how many central members his party will get in the RSS. Before that, the Kulman faction is 'irritated' because it did not get a candidate as per the agreement of Poush 14 in the proportional representation and the number of candidates received was also at a low level. As he failed to manage the leaders within the party and did not resign from the minister, the process of the 'adjustment program' to be organized to activate Balendra Shah in the Rashtriya Swayamsevak Sangh (RSS) has also been delayed. Meanwhile, Minister for Energy, Physical Infrastructure and Urban Development Kulman, who has agreed to become the Vice President of the RSS, stated at a program on Tuesday that he is not a member of any party. On Poush 14, the last day for submitting the proportional list, a 7-point agreement was reached between the RSS President Ravi Lamichhane and the Ujjal Nepal Party, whose patron is Ku Laman Ghising. The agreement was signed by RSS President Lamichhane, Ujjal Nepal President Anup Kumar Upadhyay, and Kathmandu Metropolitan City Mayor Balendra Shah. Shah, who was declared the Prime Ministerial candidate by the RSS, was kept as a 'witness' to the agreement. The agreement states that Ghising will be the Vice President of the RSS. 'Ravi Lamichhane will be the central president of the National Independent Party and Kulman Ghising, DP Aryal, and Swarnim Wagle will be the vice presidents,'

While Ujjaya Nepal's proportional list was being prepared at a hotel in Boudha, Gen-G movement leader Sudhan Gurung had taken Ravi and Balendra, who were preparing the proportional list of the Rashtriya Swatantra Party, to Kamalpokhari where they were staying. There, Gurung and other Gen-G activists pressured them to go to the elections unitedly.  Ghising, after the discussion in which he was present, denied the Poush 14 agreement about himself on Tuesday. Are you a minister of the civilian government or of the Rashtriya Swatantra Party ? In response to the question, Ghising had replied, 'I am not a member of any party till today.'

Leaders close to him have said that behind making such a statement, Ghising's strategy is to put pressure on the core leadership of the Rashtriya Swayamsevak Sangh (RSS). Leaders of the Ghising faction are dissatisfied with the fact that the proportional closed list and the number of central committee and party office bearers will not be certain when reaching an agreement with the RSS. Although the Ghising faction initially said that 18 people would be included in the proportional list, it has now been limited to 14. As a result, Upadhyay, who signed the agreement, had to reach the Election Commission to understand whether it would be possible to submit a proportional list on behalf of Ujjala Nepal again.
