The Nepali Congress has decided to hold its 15th general convention in Kathmandu from April 10 to 12.
The meeting of the Central Working Committee of the Nepali Congress held on Friday passed the proposal regarding the 15th General Convention, informed party spokesperson Prakash Sharan Mahat. According to him, the schedule of the General Convention currently scheduled for 26th to 28th of this year has been postponed to 28th to 31st of Baisakh due to lack of time.
Since it was not possible to hold the proposed General Convention on that date in Poush, the Central Working Committee has now passed the revised schedule, said spokesperson Mahat.
Additional decisions of the Congress meeting
(1) It is well known to everyone that the Central Working Committee meeting held on 15th of Mangsir 2082 unanimously decided on the schedule of the 15th General Convention and the process of the General Convention has progressed as per the party's statute. In this way, in the context that the necessary process has progressed as per the schedule of the regular 15th General Convention, the justification for the special General Convention, which was demanded to hold "the regular 15th General Convention on time or a special General Convention during the same period as per the statute", has automatically ended from 15th of Mangsir 2082.
Among the various processes required for the general convention, renewal and new distribution of active membership are considered the first necessary preparation. For the central general convention, the ward convention must be held first and it is also informed that the active members are the first voters of the ward convention. On the one hand, the work related to the distribution and renewal of new active memberships should be completed and the list of active memberships should be submitted to the Central Working Committee within the prescribed schedule, but it has not been submitted yet.
On the other hand, the party has registered its party with the Election Commission to participate in the House of Representatives elections to be held on 21 Falgun 2082 and has registered its nominations along with the closed list of candidates for the proportional election system. In this context, the entire attention of the party's central, provincial, district, House of Representatives, provincial assembly constituency, municipality, ward and tole level committees and the party's fraternal and well-wishing organizations and Nepali public relations committees located abroad and the party's members, supporters and well-wishers should be focused on the election at this time.
The Nepali Congress cordially appeals to the members and friends associated with all the mentioned organizational structures of the party to be actively mobilized to ensure a majority in favor of the Nepali Congress in the declared elections.
(2) Due to the above-mentioned reasons, the agenda of all levels of the 15th General Convention of the party, determined by the meeting held on 15th Mangsir, 2082, has been revised as follows, with the 15th General Convention of the party to be held in Kathmandu on 28th, 29th, 30th and 31st Baisakh, 2083.

(The Central Disciplinary Committee has decided to expel, suspend and automatically pardon those who ran against the party's candidate or the candidate supported by the party in the previous election, their proposers and supporters or who acted against the discipline by not cooperating with them, and the remaining period of those who were automatically punished according to the party's statute has been waived/exonerated, and the active membership of those who were thus pardoned/exonerated will not hold the positions held by the party, and the active membership will be renewed accordingly)

(3) The Membership Management Central Committee, the Active Membership Central Investigation Committee and the Central Election Committee shall perform the following functions—
3.1 The “Membership Management Central Committee” shall submit the list of renewal and new active membership and report to the President/Acting President within the specified time. The Chairman/Acting Chairman will provide it to the “Active Membership Central Investigation Committee”. The decision-making process of the Membership Management Central Committee will be based on consensus.
3.2 The “Active Membership Central Investigation Committee” will study the list and report of new and renewed active memberships agreed upon by the “Membership Management Central Committee”, investigate the complaints received regarding active membership, prepare the final list of new and renewed active memberships within the specified time and submit it to the “Membership Management Central Committee” and the Membership Management Central Committee will immediately submit it to the Party Central Chairman/Acting Chairman. The decision-making process of the committee will be based on consensus.
3.3 The Central Chairman/Acting Chairman will present the list of new and renewed memberships agreed upon by the “Active Membership Central Investigation Committee” to the Central Working Committee meeting and have it approved by the Central Working Committee.
3.4 The list of new and renewed memberships approved by the Central Working Committee will be submitted to the “Central Election Committee”.
3.5 The “Central Election Committee” shall, on the basis of the list of new and renewed candidates approved by the Central Working Committee and received, send it to the party bodies – provincial, district, House of Representatives constituency, provincial assembly constituency (A and B), municipality and ward working committees – in accordance with the revised agenda of the General Convention and hold all-level conventions and the Central General Convention.
(4) In this special situation, the term of office of the office bearers and members of all levels and bodies of the party has been extended until the end of 2083 BS as per Article 43 of the Statute of the Nepali Congress, 2017 (with amendments).
