A group discussion has started on various reports presented under the second legislative convention of CPN-UML. The party leadership has initiated the process of political, organizational and legislative amendments as well as making the reports of various commissions a subject of deep debate and turning them into a formal decision of the convention.
On Saturday, the delegates were divided into 10 groups to discuss the reports assigned to them in their respective areas. Earlier on Friday, President KP Sharma Oli presented a political report, Vice President Vishnu Paudel presented a legislative amendment proposal, and General Secretary Shankar Pokharel presented an organizational report in the preliminary session of the convention on Friday.
In addition, Election Commission Coordinator Dr. Dr. Vijay Subba, Accounts Commission Coordinator. Pushpa Kandel, Disciplinary Commission Coordinator Keshav Wadal and Advisory Council Coordinator Amrit Bohora have already submitted their reports to the Congress.
President Oli gave clear instructions to the representatives after the presentation of the report and called upon them to present their opinions or disagreements through a detailed debate in their respective groups. He stressed on the need for the report to be not just a formality, but after deep discussion, it should be taken to a policy conclusion. For
group discussions, the party has designated 10 groups based on the province, valley special structures and central bodies. Representatives of Koshi, Sudurpaschim, Madhes, Karnali, Wagmati, Lumbini and Gandaki provinces are discussing in separate groups. Along with the valley special province, various people's organizations, contact coordination committees and representatives involved in migration are placed in another group.
Similarly, the representatives of the central agency and the departmental structure of the central office have been included in one group, while a separate group has been designated for the organizing agencies with the sole purpose of giving suggestions.
It is arranged that each group will have their own point of view on the main points of the report related to political, organizational, legislation and commission, suggest amendments if necessary and finally prepare a written report and submit it to the debate note committee. The group leaders will present the report in closed session on Sunday. After that, the presenters of the report will give explanations and the convention will make the final decision. In the
group discussion, organizational questions such as expansion of membership within the party, organizational structure, committee formation, necessity of training, and internal discipline have become the main agenda. In the legislative amendment proposal, there will be a discussion on the changes made in the number of officials, the removal of the senior vice president, the reduction in the number of standing committees and politburo, and giving more powers to the president.
Similarly, the political report has raised the current political scenario of the country, the challenges seen in the implementation of federalism, the economic situation, foreign policy and the upcoming election strategies. It is expected that there will be a deep debate among the delegates on these issues. It is expected to give a clear message about the role of UML not only in the internal guidelines of the party but also in the overall political journey of the country.
The group discussion at the convention is viewed with special importance by the UML leadership. Because, through this discussion, the party's organizational strengthening, policy base and operational guidelines will be decided in the coming years. Sunday's shutdown is expected to bring together all these debates and bring the convention to a historic conclusion.
