Chief Secretary Ek Narayan Aryal has said that the State Administration and Good Governance Committee has put pressure on the top political level against the provision of 'cooling off period' for employees who have resigned from civil service and other government services or who have gone on mandatory retirement for 2 years, where they will not get constitutional, government or diplomatic appointments.
Aryal has made a statement in the parliamentary special committee that the provision of 'cooling off period' should be removed until the Civil Bill is implemented as an Act.
'The special committee constituted to study and investigate the error in the report of the Federal Civil Service Bill' has submitted its report to the Speaker on Tuesday . The opinion of Chief Secretary Aryal is mentioned in the report. Chief Secretary Aryal took the secretaries to the doorsteps of the leaders and pressured them against the 'cooling off period' arrangement.
Aryal has said in response to the question asked on the subject, "We feel that it is our right that there should be no cooling off period". There is still the same demand. I insist that this bill should not be kept until it becomes a law . Prime Minister, Chairman of Nepali Congress and Pushpa Kamal Dahal have also demanded that 'cooling off period' should not be kept in front of 'Prachanda'. After the bill is passed by the committee, it is said that there should not be a cooling period with the Speaker. Deusi has stated his point in an official position, not to make a fool of himself. The error must be corrected .'
Aryal has stated that the problem has arisen due to lack of trust in the employees. He claims that there has been human error rather than intentionality in relation to sub-sections (4) and (5) in 'cooling off period'.
