It has been found that under the guise of the standards made by the Ministry of Home Affairs, the game of extorting lakhs of rupees from Nepalis going on a visit visa by the immigration staff is going on institutionally. After the Ministry of Home Affairs issued standards with 'strict provisions' for Nepalese to go on visit visas to various countries in Europe, Asia and Africa, it has been seen that smuggling has been arranged as an alternative for a few years.

Authority officials say that evidence has been found that 'settings' are arranged by transacting money between travel agencies, airlines, employees, police and middlemen. According to him, the gang used to collect up to 300,000 rupees from people who wanted to go to Europe on a visit visa and 30,000 to 50,000 rupees for other countries. According to the immigration records, 400 people go abroad on visit visa every day from Tribhuvan International Airport.

Earlier, Nepal Police launched a special operation at the airport immigration in December 2080 after smuggling in the name of visit visa. During that time, according to the gang's plan, the police seized the passports of 66 people who were going to be sent on visit visas from a travel agency. Immigration officers Narveer Khadka, Tara Bahadur Kunwar, Kushal Baral, Shailendra Dhakal, Bimal Paudel, Vishnu Aryal, Vikas Dangol, Pitambar Rimal and Sujan Fago were prosecuted in District Court Kathmandu. After the police arrested Khadka, the immigration officer, the smuggling net was further opened. 

Immigration officer Bimal Paudel, who was prosecuted a year and a half ago, is currently working in the secretariat of Home Minister Ramesh Ukhtar. Ganesh Ojha, who was suspended after filing a corruption case in a special court by the Authority, but was later released after winning the case, is now in the Ministry of Home Affairs. He is also under investigation in the case of smuggling in the name of visit visa. The earlier corruption case against him is pending in the Supreme Court.

It has been revealed that employees are assigned to the airport immigration setting, those employees colluding with middlemen and people from travel agencies in the gang's network to send people on visit visas and in that process they use 'code language' between the gangs. None of the employees who are in the process of trial and under investigation have been separated from their responsibilities by the home administration. 

The then Home Minister Balkrishna Khan said in February 2078 that in order to go on a visit visa, one should have an annual taxable income of 5 lakh rupees, half of that amount should be in the bank, should have traveled twice to the Gulf and once to other countries, should have passed 12th standard, should know how to speak English, if sponsored by someone from abroad or invited by a relative, a document to prove the relationship and if not, the details of the sponsor should also be mentioned. They issued 17 points of criteria including arrangements with conditions to be done. 

A police officer said that due to the strict provision, there has been an increase in the number of visit visas in the gang's 'setting'. "When it became stricter, it was necessary to prepare the documents in the setting, otherwise we would not be able to go or we would be returned from the airport," he said.

There was opposition in the beginning saying that the provision was introduced to make human trafficking illegal. But the government did not change the standards immediately. After the police launched a special 'operation' in immigration in August 2080 on the suspicion of illegal trade, there was a hand-to-hand situation between the police and the staff. After that, the employees including the head of immigration, Gogan Hamal, submitted a memorandum to the home demanding action against the police and to stop unnecessary actions against them. Especially at that time, after the involvement of the staff involved in the "setting" of the gang was revealed, Hamal submitted a memorandum to the home to defend. 

The 17-point criteria issued during Khan's time were canceled after Narayankaji Shrestha became the Home Minister and new criteria were implemented in January 2080 with 6-point conditions. It contains the necessary conditions to go on a visit visa, including "passport with at least 6 months validity, visa, ticket, hotel booking of the destination country or documents sponsored by relatives, five hundred dollars and return self-declaration documents". Although the standards are somewhat relaxed, the immigration staff have been collecting money from Nepali travelers in the same manner. 

According to former DIG Hemant Malla, there is a tendency of the government to arbitrarily alter the standards and create disruptions in going to visit visas and charge money in collusion to smuggle people. If someone wants to go on a visit visa, why should the government stop him? Why strict provisions and conditions had to be imposed? Rather, whether he has a hotel booking in the destination country to go on a visit visa, whether he has the minimum amount required for the trip or not? Standards should be made to ensure this," he said. According to him, the government will not be forced to bear the financial responsibility of the problem caused by the visit visa, if the provision is made to make the parents sign a self-declaration and keep the parents as witnesses, then there is no need to pay the amount.

The former DIG Mall says that apart from the recent investigations being conducted by the authority on smuggling under the name of visit visa, there is a need for separate investigations on organized crime, money laundering, human trafficking and immigration offences. "There should be a search for the property acquired from this crime, an investigation is being conducted by the authority under the Prevention of Corruption Act to break the network of organized crimes. After the investigation is completed, the rest of the crimes must also be investigated and prosecuted." This is a suitable opportunity,” he said.

Officials of the Ministry of Home Affairs have been investigated for human trafficking under the guise of a visit visa. After it was found that the smuggling was done in collusion between the Home Administration and organized gangs, the Abuse of Authority Investigation Commission has put some employees of the Ministry's Personnel Administration Division, Immigration Department and Tribhuvan International Airport Immigration under investigation. Chief Immigration Officer (Joint Secretary) Tirtharaj Bhattarai at the airport was arrested on Wednesday on the charge of sending citizens abroad on visit visas while collecting money in collaboration with gangs, the Authority is investigating. According to an official of the authority, even the staff of the Home Minister Ramesh Ukhtar's secretariat has a suspicious role in this. 

On the day Chief Immigration Officer Bhattarai was arrested, the authority called Khagendra Subedi of Bhaktapur, Kavita Poudel, an employee of CIT College, and Balkrishna Khadka, the operator of Greenland Holidays Travel, Hattisar, for a preliminary investigation. They have been released after giving papers to attend when called. During preliminary inquiry by the Authority, Khadka, the owner of Greenland, revealed that 'even the employees of the Ministry of Immigration and Home Affairs will participate in order to open the line of visit visas'. The authority has sent the mobile phones, laptops and other electronic devices and documents seized from Bhattarai to a forensic science laboratory for testing. The authorities are preparing to call Subedi, Paudel and Khadka for a statement after the 'report' comes from the laboratory. 

It has been found that more than one crore rupees was deposited in Subedi's bank account within a month and that amount was withdrawn within a few days. The officer involved in the investigation suspects that the suspiciously deposited and abnormally withdrawn money may have gone to the parties who helped to open the smuggling line. "In order to open the line, it seems that the airport staff is asking the gang to collect money through a designated person and sharing that money," said the official, "The rest of the matter will be revealed as the detailed investigation is underway." 

Four days after the Joint Secretary of Home Affairs Bhattarai was arrested by the authorities in the case of smuggling under the cover of visit visa, the Ministry of Home Affairs gave a clarification on Saturday saying that the Ministry leadership was not involved in this. Joint Secretary Chabbi Rizal, who is under the investigation circle of the authority, issued a statement on Saturday evening and mentioned that the ministry has drawn serious attention to the news and action-reactions linked to the leadership of the ministry. Mentioning that the authority is investigating this matter, Rizal has said that the ministry will fully support the commission's investigations and investigations. 

There is also a demand from the public that the home officials who are under investigation should be relieved of their responsibility as evidence cannot be destroyed by keeping them in their posts. Congress leader Shekhar Koirala has publicly suggested that the Home Minister should resign and help the authorities in the investigation. Recalling that some ministers had resigned and helped in the investigation after the issue of corruption was raised in the past, Koirala said to the media persons at the Biratnagar Airport on Saturday, "Even on the moral ground, he will let me go, if the investigation is done." This is normal. There is also a thing called ethics in politics. Even if he is not involved, it is also necessary to investigate to show that he is clean after the issue.

The opposition RSVP issued a statement on Saturday and demanded the resignation of the home minister. Acting Spokesman Manish Jha said in a statement, "In the past, the MP Ramesh Ukhtar had reminded us of various examples that he should resign and help in the investigation after questions were raised in the House. Today, we remind him of this and demand that he resign from the post of Home Minister as soon as possible and help in a fair investigation." After the controversy, Gokul Baskota, Janardan Sharma, Sher Bahadur Tamang and others also resigned on the grounds of morality.

The Home Minister wrote that if the allegations are proved, he will not only resign but also quit politics. He also asked the question, "Will the minister resign if the employee is investigated?" "Not only the visit visa issue, but if someone proves that I have committed even one financial irregularity in my public and political life, if it is proven, I will resign not from the position, but from politics," he said. 

Former DIG of Nepal Police, Malla said that in the past, he had been sued in the case of visit visa, he was accused of corruption, and because the disputed person was in the minister's secretariat, there was a lot of suspicion. If the home minister does not know what is going on, who is working, why are the employees of some units transferred unnaturally as soon as the minister arrives, why are the police officers who are under investigation removed overnight? Why is the disputed person brought to his own secretariat?' He said, 'If the Home Minister does not know about this, then who is running the ministry? You have to answer, you can't run away from this case.'

In the past, the fact that Nepalis were made fake Bhutanese refugees and taken to the US with the collusion of the Home Minister and the Secretary of the Ministry of Home Affairs has been confirmed by the police investigation. The case filed against the then Home Minister Balkrishna Khan, along with his then Home Secretary Tek Narayan Pandey for the serious crime of extorting money as fake Bhutanese refugees and taking Nepalis to America is currently under consideration in the District Court Kathmandu.
