Discriminatory system in 'cooling period', Disagreement of State System Subcommittee member

The member of the said sub-committee disagreed with the provisions of the report prepared by the sub-committee chaired by Congress MP Dilendra Prasad Badu to discuss the 'Bill made to make provisions regarding the formation, operation and conditions of service of the Federal Civil Service' by the Public Administration and Good Governance Committee.

Congress MP Ishwari Neupane has disagreed saying that there is a system of discrimination between employees who are going to retire in relation to the cooling period . Stating that the provision may have been passed on the day she was not present at the sub-committee meeting, Neupane said that there is a need for further discussion on the cooling period.

In Wednesday's meeting of the State Affairs Committee, MP Neupane said that in order to break the tradition of collusion between employees and political leadership and appointments based on that, a cooling period should be applied to everyone equally. Why should the position below the chief secretary go to the ambassador? Let's discuss how long the cooling period should be,' she said.

Congress MP Hridayram Thani also said that the cooling period should last for 2 years. He said, 'The cooling period should not be kept in 1 year . For the benefit of the country and for our benefit, the cooling period should not be only 1 year, it should be 2 years.'

Thani says that applying a cooling period of only 1 year will not fulfill its purpose. He also said that he should apply equally to become a cooling period judge and ambassador. 

The sub-committee has proposed that there will be no cooling period for becoming judges and ambassadors after retiring from high-ranking staff. Along with the main opposition Maoists, RSWP, RPPA, Integrated Samajwadi Party, LOSPA, JSP Nepal have expressed their opposition to the proposal.

MPs of the ruling Congress have also been saying that the cooling period should be 2 years and everyone should be equally affected. The MPs of UML have been arguing that the cooling period should be kept only for 1 year and a law should be made to prevent some positions.
