In the by-elections to be held on November 16, 410 people have contested for 44 posts. Nominations were registered on Sunday for district coordination committee chief 2, municipality chief and deputy chief and rural village chairman and vice chairman 8 and 34 ward presidents.

According to the Election Commission, 84 people have registered their candidacies for the vacant 8 rural municipality chairman and vice chairman and municipal chief and deputy chief. "Among them are 35 women, 48 men and 1 other," Commission spokesperson Nita Pokharel Aryal said, "323 nominations of 29 women, 293 men and one other have been registered for the vacant 34 ward president posts." 

According to the commission, the maximum number of candidates for the post of chairman of Dhanushadham Municipality-1 is 21. The least candidates are 3/3 candidates for the chairman of Putha Uttarganga Rural Municipality-2 in Rukum East and the chairman of Surma Rural Municipality-4 in Bajhang. 

Tekraj Bhattarai of Congress was elected unopposed as the head of Okhaldhunga Jesus among the two district coordination committees where the by-elections will be held. He is the only candidate here. Two people have nominated for the headship of Jesus Kailali. Here there is an alliance between UML and Congress. Tika Chaudhary of Congress has become a candidate from the power alliance. Tika was elected Dalit woman member from Kailari rural municipality-2. Rukmati Dagaura Tharu of Civil Liberation Party has filed nomination for Jesus Chief. Dagaura Tikapur Municipality Executive  

is a member. 

The most interest in this by-election is in the chief of Kirtipur. Elections will be held in Kirtipur for the chief and chairman of 1st and 4th ward. By-elections are about to be held here after the death of Rajkumar Nakarmi, who won the chief from the Congress.  20 people have filed their candidature for the chief, out of which 11 are independent candidates. Krishnaman Dangol from Congress, Surendra Manandhar from UML and Shivsharan Maharjan from Maoist are candidates. Deepak Maharjan has filed his candidature from Jaspa Nepal. Dhruv Maharjan from RPR, Bhanu Rizal from United Samajwadi are candidates, while Keshav Shrestha of Janmat and Shrikrishna Maharjan of Nemkipa and Dilkumar Maharjan of NESP have registered their nominations. The independent candidates are Navarath Kumar Banian, Rajman Maharjan, Ramkrishna Maharjan, Mim Maharjan, Prem Bahadur Maharjan, Dinesh Kumar Adhikari, Naresh Shrestha, Dharmaratna Manandhar, Kavikumar Maharjan, Nareshraj Pandey and Anand Maharjan.

There are 16 nominations for the Gramthan Rural Municipality Chairman of Morang, one of them is an independent candidate. Tulsiram Biswas of UML, Balram Sardar Tharu of Congress, Namonarayan Majhi of Maoist, Naveen Kumar Biswas Khawas of RSVP, Dinesh Kumar Thandar of RPP, Dharmendra Kumar Chaudhary of JSPA, Dil Bahadur Bishwakarma of United Socialist Party are candidates here. 

7 candidates have been nominated for the chairmanship of Mahabu Rural Municipality of Dailekh. Jhalak Bahadur Bhandari of Congress, Jang Bahadur Shahi of UML, Jang Bahadur Baral Magar of Maoist, Jagat Bahadur Hamal of United Socialist Party, Prakash Kumar Budha of RSWP, Surje Rawal of RPP and Durg Bahadur Magar of Nemkipa are candidates. 6 candidates have been nominated for Nalgad Municipality Deputy Chief of Jajarkot. Congress's Indra Chand (Singh), UML's Sunita Bohra, Maoist's Devaka Lamichhane, RSVP's Parvati Pun, RPR Nepal's Sunita Pun Rawal and NESP's Pavitra Jaisi have been nominated. 

There are 16 nominations for Gaurishankar Rural Municipality Vice President of Dolakha. Pasdiki Tamang of Congress, Uma Lungeli Magar Sherpa of UML, Sherpa of Nimle of Maoist, Goma Shrestha of RSVP, Mankumari Shrestha of RPP, Ravina Khadka of United Socialist Party are among the candidates. 7 people have registered their nominations for the post of vice president of Puthauttarganga Rural Municipality of Rukum East. In which there are Keshkumari Tulachan of Congress, Narpura Budha of Maoist, Sunita Budhamar of United Socialist Party and there are 4 independent candidates. Tulachan is the leader of UML, she has become a candidate on the Congress symbol. 

There are 7 nominations for Sarkegad Rural Municipality Vice President of Humla. Savita Budha of Congress, Ain Bahadur Shahi of UML, Devaki Timalsina of Maoist, Bacha Budha of RSVP, Sangeeta Shahi of RP are candidates. 5 candidates have been nominated for the vice president of Swamikartik Khapar Rural Municipality of Bajura. There are Congress's Pultisara Shahi, UML's Sulochanakumari Bhandari, Maoist's Rajukumari Vick, RP's Sunadevi Thapa Bhote (Dhami) and Unified Samajwadi's Jawa Shahi. 

There are 19 candidates for the ward president of Kathmandu Metropolitan City-16. 14 candidates for the chairmanship of Makwanpur's Hetaunda sub-metropolitan city-12, 13 candidates for the chairmanship of Kirtipur-4 and 9 candidates for the chairmanship of Kirtipur-1. There are 11 candidates for the chairmanship of Kakani Rural Municipality-2 in Nuwakot, 14 candidates for the chairmanship of Gadhi Rural Municipality-6 in Sunsari, and 20 candidates for the chairmanship of Ramgopalpur Municipality-2 in Mahottari. 

There are 15 candidates for the chairman of Ishanath Municipality-7 of Rautahat, 14 candidates for the chairman of Rajpur Municipality-6. 16 people have registered nomination papers for the chairmanship of Rautahat's Gadhimai Municipality-8. 14 people have registered their candidacy for the chairmanship of Suddhodhan Rural Municipality-1 of Kapilvastu. 12 people have registered their candidacy for the chairmanship of Bhimdatta Municipality-6 of Kanchanpur. 8 people have nominated for the ward president of Gulmi's Musikot-1. There are 10 candidates for the ward president of Gorkha Municipality-5. 

The Election Commission has implemented the schedule for the by-elections from Sunday. According to this, there is a schedule of registration of nomination papers on November 2, complaints against candidates on November 3 from 10:00 to 3:00, investigation and decision on the complaints on November 4 until 5:00 pm and publication of the list of candidates at 6:00 pm. Similarly, on November 5, the names of the candidates will be withdrawn, the final list of candidates will be published and election symbols will be awarded to the candidates from 3 to 5 pm. Voting will be held on November 16. 

Election code of conduct has been implemented for local level by-elections since Sunday. The election code of conduct has been implemented for federal government and state government ministers, constitutional bodies and officials, local level, employees of all three levels, security agencies, political parties and related workers, candidates, etc. It is mentioned in the code of conduct that if the commission does/has to perform actions prohibited by the code of conduct, except for the local level where by-elections are held, it can be done after giving prior information to the commission. The Commission has called upon the Commission to "help in the implementation of the Code of Conduct by filing a complaint or providing information if any act contrary to the Code of Conduct is/is found to have been done somewhere or if sufficient grounds and reasons are found".
