Congress Vice President and Member of Parliament Dhanraj Gurung has not been questioned even though the Special Committee of Parliamentary Investigation has instructed him to conduct an investigation as he was involved in misappropriation of cooperative savings. A complaint was filed against him in the Central Investigation Bureau (CIB) of the police last July on the charge of misappropriating the savings of the cooperative.

There is a complaint against Gurung, the vice-chairman of the ruling Congress, for misappropriating the funds of the Miteri Savings and Loan Cooperative of Lalitpur by promoting his wife. He has also been accused of fake divorce with his wife after the embezzlement was discovered. Interpol has already issued a 'red notice' to arrest the ex-wife of Neta Gurung, Jyoti Gurung, and another accused, Jyoti Bahadur Bhandari. 

In the internal investigation conducted by Miteri Sahakari, it was concluded that more than 140 crores of principal and interest were embezzled with the connivance of Jyoti Gurung and Jyoti Bhandari.

After that, the owner Bodhvikram Thapa lodged a complaint with the Ministry of Cooperatives of Wagmati province demanding investigation and action against 11 people including Jyoti Gurung, Dhanraj Gurung, Jyoti Bhandari, Sujan Shakya, Hitman Thapa, Prakash Yadav, Dinesh Bhandari. At the same time, a complaint was also filed in the CIB, but the CIB dismissed it saying that it can only be investigated on the basis of the cooperative, government, parliamentary inquiry study report of the concerned local level, state government or association.  After the

complaint, the State Cooperative Ministry wrote to the CIB for investigation after removing the names of 6 people including Dhanraj. Since Congress's Bahadur Singh Lama is the Chief Minister and Congress's Bimal Thakuri is the Cooperative Minister in Bagmati, it has been criticized that the names were removed to protect Central Vice Chairman Gurung.

Jyoti Gurung joined Miteri on May 12, 2057 as an assistant level employee on Dhanraj's recommendation. She became an accountant on July 25, 2057, a senior accountant on May 4, 2070 and became the general manager of the organization on May 4, 2075. After the misappropriation of money, the co-operative directors brought Dhanraj and Jyoti Gurung together and held a discussion on 16th December 2076. Two months later, Dhanraj and Jyoti got divorced in Lalitpur court. But a year later, when Dhanraj took a loan from the cooperative, he mentioned Jyoti Gurung as his wife. 

The report of the Special Committee of Parliamentary Inquiry into fake divorces to avoid co-operative fraud. "It is said that Jyoti Gurung, who works at Miteri Savings and Loan Cooperative, is living together with her husband Dhanraj Gurung even after divorcing her," said the report of the committee, "All these are a series of fake transactions."

CIB has claimed that an investigation is underway to find the involvement of Dhanraj Gurung in the cooperative fraud. CIB Spokesperson Superintendent of Police Hovindra Bogti said that correspondence was also received from Miteri Sahakari, Khatawala Bank and Rashtra Bank. "We are calling the directors and savers of the cooperative and making inquiries and documents. We are preparing to call Kumbharaj Gurung, the chairman of the cooperative. After questioning everyone and getting the documents, and when more documents are received, we will inquire with Dhanraj Gurung if necessary," he said. 

In the letter sent by the cooperative ministry of the state, the names of Jyoti Gurung and Jyoti Bhandari are among the main defendants, but Dhanraj's name is not written, CIB spokesperson Bogti says. Kumbharaj Gurung, president of Miteri Cooperative, said that CIB refused to register the name of Dhanraj Gurung when he filed a complaint. "Our organization has been wronged. The CIB refused to register a complaint with the name of Dhanraj Gurung. It means that it will be registered only after the name is deleted," he said, "The Parliamentary Special Committee of Inquiry has also instructed the government to investigate Dhanraj Gurung, but he is not being called into the investigation, why is that?"
