On Monday, the Kaski police got permission from the court to investigate the charges of fraud and organized crime against the former Deputy Inspector General (DIG) of Nepal Police Chabilal Joshi, who was arrested on charges of cooperative fraud. The bench of Judge Chandrakant Sharma of Kaski Court allowed the investigation to be carried out by keeping him in custody for 5 days.

On Sunday evening, Joshi was arrested from Shankhamul in Kathmandu and brought to Kaski on charges of misappropriating the savings of Pokhara's Suryadarshan Cooperative. The police sought a deadline for investigation against Joshi for the offense prohibited by the Cooperatives Act, 2074 and Prevention of Organized Crime Act, 2064, saying that he had defrauded the co-operative funds in an organized manner.

Joshi's son advocate Rochak Joshi, Pokhara advocates Rohitraj Bastola and Krishna Thapa argued. Their argument was that arresting a person who has been in a high position in the state and has no plans to escape is illegal and unjust and should not be imprisoned. In the court, Chabhi said that after realizing that he was in the wrong company, he legally withdrew the money and parted ways with Gurkha Media Network. He gave a statement that he passed 15 percent of his 35 percent shares in the name of Ravi Lamichhane in 2078. "There are other people who commit co-operative fraud," he said in a statement, "I support the investigation." 

Gitendrababu (GB) Rai as Chairman, Joshi as Vice Chairman, Ravi Lamichhane who is currently the President of RSVP and former Home Minister as well as Managing Director and Kumar Ramtel as a member of the Board of Directors opened Gorkha Media Network Pvt. In which Rai, Joshi and Lamichhane opened a joint account to bring funds from Suryadarshan of Pokhara, Supreme of Butwal, Sahara of Chitwan, Sano Paila of Birganj and Swarnalakshmi Sahakari of Kathmandu to Gorkha Media.

GB Group's cooperative business software was seized from his house by the police. After that, the police initiated a case against 25 more people who were in the board of directors of Suryadarshan before 2076 for co-operative fraud. The parliamentary special committee set up to investigate the misappropriation of savings of cooperatives has mentioned that 655.54 million rupees have been received by Gorkha Media from various cooperatives, including Suryadarshan, from the joint account opened in the names of GB, Ravi and Chabi. In this case, the parliamentary committee has mentioned that the offenses of fraud, embezzlement, organized crime and money laundering are attracted. The report of the

committee reached the police headquarters on Sunday through the House of Representatives, the Council of Ministers, and the Ministry of Home Affairs. Joshi was arrested and brought to Kaski on the same day that the Ministry of Home Affairs sent the police to implement the report. At present, the police is preparing to proceed with the statement in two crimes and if other crimes are attracted during the investigation, they will request an extension from the court accordingly.

Meanwhile, the victims of cooperatives protested in front of the Kaski district administration on Monday, demanding the arrest of Raswapa president Lamichhane, who was involved in cooperative fraud. Suryadarshan of Pokhara and other victims of cooperatives demonstrated. In Pokhara's Martyr's Chowk, the activists of RSWP protested saying 'Lamichhane cannot be trapped'.
