Instead of implementing the reports of similar high-level inquiry committees and commissions formed in the past, the government has done things to the point of disappearing them, so there is no certainty that they will be implemented this time as well.

Previously, the reports of the inquiry committee and commission formed to investigate the gold smuggling case in 2055 and 2075 have not been implemented. The investigation into gold smuggling 25 years ago was stopped in the middle after the involvement of high-ranking people, and after the investigation report of 5 years ago disappeared, the influential accused of smuggling have been getting away. Dozens of investigations and investigations conducted by the Home Ministry, Ministry of Finance, Authority Investigation Commission, Customs, Immigration, Police, Administration and other agencies have been stopped before the smuggling reaches Nike. Pari Thapa, the then Jan Morcha MP, the coordinator of the all-party parliamentary investigation committee on gold smuggling formed in 2055, expressed disbelief that the report would be fully implemented. He commented that those involved in large-scale corruption and smuggling are getting rid of themselves on the basis of political patronage.

"The inquiry committee/commission has been formed to give immunity to the elders," he said, "no major corruption or gold smuggling case has been investigated and no conclusion has been reached." 25 years ago, the Parliamentary Inquiry Committee was formed after the announcement was made public. The committee pointed out that political and administrative persons are involved in the smuggling, which should be further investigated. But after the election of 2056, after the formation of another government, investigations into the gold smuggling case and prosecution of the culprits were stopped, Thapa said.

The state system is involved in smuggling," he added, "Prime Minister, Minister, Secretary, people in political and administrative leadership are responsible for this. We said that they should be investigated.'' He said that the committee, which had been given a 6-month deadline, could not complete the investigation even after another 6 months. The deadline was not extended when high-ranking people started getting involved in smuggling.

After 25 years, political and administrative high-ranking officials have also been involved in the case of gold smuggling hidden in vape and brake shoes through Tribhuvan International Airport. The Acharya Commission has suggested that leaders, employees and high officials of the police should be involved in the investigation and investigation. Chairman of the commission formed in 2055 and former MP Thapa pointed out that the government that did not implement the recommendations of the all-party parliamentary committee formed in accordance with the constitutional provisions at that time, rather than fully implementing the report given by the latest commission, there is a danger of acquitting the guilty. The report of the influential commission formed under the coordination of Joint Secretary Ishwar Paudel to investigate the 33 kg gold smuggling case in 2075 has not been implemented. The Commission submitted its report when KP Sharma Oli was the Prime Minister and Ram Bahadur Thapa was the Home Minister. The report was not implemented by the government then and since then, and the government and the Ministry of Home Affairs have been responding that the report has not been found. Acharya, the chairman of the commission formed in October 2080, said that he did not receive the report on gold smuggling for the year 2075. 

The 33 kg gold case became more mysterious after the government did not publish the report that included the names of porters to businessmen involved in smuggling. A former AIG of Nepal Police pointed out that looking at past practice, there is no hope for the implementation of the investigation report. Those who have been found guilty in the investigation with evidence, those who protect them in smuggling should be punished. But in the past, they have fulfilled their power interests by bargaining," he said. "The government is not saying that it will not implement the report. According to high sources, the committee has listed the names of 292 people including gold smugglers, porters and traders involved in illegal business in the report. However, that list is still secret. At that time, the committee brought 79 people under investigation. Sources in the report suggest that with the conclusion that 38 quintals of gold have been brought in with the involvement of the accused persons, the police or the Ministry of Home Affairs should form a separate mechanism and conduct further investigation/action against those involved in the crime. However, the government has kept the report secret since 5 years ago without making it public. A member of the

committee said that the report's secrecy was mainly driven by an internal desire not to implement the report under the guise of a weak government records system. "Keeping the report secret and saying that more than two hundred people should be further investigated behind keeping the report secret should be in everyone's interest," he said. As for the

However, he said that gold smuggling is becoming more organized due to the fact that the report itself is missing and the suggestions and conclusions given by it are being ignored. In the year 2075, when the government was under its leadership, the UML, which did not implement the report, blocked the parliament for about a month, demanding to form a commission to investigate the case of gold smuggling from 'Break Soo' and 'Vep'. The Congress-Maoist coalition government agreed to meet the demand after the opposition UML blocked Parliament. Now, along with the UML, the National Independent Party, which demanded the formation of the commission at that time, is in power. UML and RSWP demanded a high-level commission to break the powerful network of political, administrative and security agencies in gold smuggling. Congress President Sher Bahadur Deuba and Maoist Chairman Pushpa Kamal Dahal led the government after the investigation of the 33 kg gold case, but the commission showed no interest in taking action against those found guilty.

The last Acharya Commission was mandated to investigate the case of gold brought from Dubai and Hong Kong by hiding it in Vape and Break Su and to make suggestions for structural, policy and material reforms to control gold smuggling. The Acharya Commission said that it took 5 and a half months to suggest and recommend that committee. The conclusion of the investigation commission is that 'gold comes by walking, flying and walking'. It is said that the main reason for this is the open border, disorganized security system and the relationship between the citizens of two countries (Nepal-India). The commission has also suggested to the government to develop an integrated security check system at international airports and other checkpoints to prevent smuggling. The Commission has asked to regulate, monitor and manage through an integrated check and pass system, saying that when the limited officers of limited agencies are assigned to separate roles in the border and customs sector, there will be confusion and it will lead to smuggling. It is mentioned that under the integrated check-pass system, the airport and other major checkpoints should be operated under the leadership of authorized first-class staff. It has also been suggested to set up a 'Revenue Group' to manage staff at customs/border posts. Similarly, it has been asked to install modern equipment of all possible channels used in gold smuggling.
