The audio of the dialogue between the Federal Affairs and General Administration Minister Gupta and the middleman regarding the appointment of the Chairman of the Land Commission Kaski and the transfer of the head of the Land Port Office, Thamauti, has heated up the streets and the house.

It has been three months since Prime Minister Oli formed the Good Governance Commission under his own leadership. However, he has not taken any action against Gupta, the leader of his own party UML and a member of his own cabinet. 

In the 9 minutes and 13 seconds audio of a conversation between Minister Gupta, a middleman man and a woman, they sound casual and comfortable with each other. In the audio, the middleman is heard asking Minister Gupta to call Minister for Land Management, Cooperatives and Poverty Alleviation Balram Adhikari to appoint Khem Bahadur Pun as the Chairman of Land Commission Kaski. The middleman says, 'Minister, don't you tell Balram (Land Management Minister) that I will explain it to Khem.' Minister Gupta replies, 'Balram has taken money from him, Balram doesn't.' Minister Gupta says to the middleman, "(the money) is not for me to keep, I have to give it tomorrow morning and send it to the relevant place." However, in the current context, the mediator makes it clear that the issue is not the transfer of property but the appointment of the Chairman of the Land Commission. In the audio, he says, 'That's not it, I'm talking about the commission.' When the minister still doesn't understand, the middleman repeats that he's talking to the Chairman of the Land Commission, Kaski, and says, 'I'll explain 20 for Khem Pun, you'll tell Balram.' 

The woman pressures the minister to call the officer. Minister Gupta replies that the Minister of Land Management does not agree. The middleman says, 'You have a hundred tasks to do, what if you don't do one of your tasks? Everyone has put pressure on him. Even Bae would have said the same.

The middleman informs that only five names from the district committee and Khem from the state committee have reached the Ministry of Land Management. General Administration Minister Gupta and Land Management Minister Adhikari are both from UML. It is heard in the dialogue that it was clarified by the intermediary that the party's Kaski district committee and Gandaki state committee recommended the appointment of UML's local leader Pun as the chairman of Land Commission Kaski.

As other people are vying for the appointment, General Administration Minister Gupta has to call the Land Administration Minister Adhikari under pressure from the middleman. Minister Gupta says, 'Now he is in the ministry, if he was here, he would have come to drink three pints.' The woman says that Pun should be told through all the ministers to the land minister to appoint him as chairman.

The middleman says, 'Ministerji, do this, listen, I will leave 15 now, I will bring 10 in the morning. The land of Pokhara is looking at us completely, Minister, why are we sitting here looking at it?' The audio is yet to be independently verified. Bain Bahadur Gurung was appointed as the chairman of Land Commission Kaski last December by the Minister of Land Management. Gurung took oath on 29th December. This dialogue is understood to be just before that. 

The parliamentarians have questioned Prime Minister Oli's commitment in the Sunday meeting of the House of Representatives, saying that Minister Gupta's dialogue and the name of Land Management Minister Adhikari were mentioned in it. They have also demanded that Prime Minister Oli give an answer to this matter in Parliament.

The parliamentarians of the main opposition Maoists also demanded that an investigation should be conducted regarding the audio of Minister Gupta's 'bribery deal' and that Prime Minister Oli should answer in Parliament. News of the bribery deal of the Minister of Federal Affairs and Land Management has come. I would like to draw serious attention to the Prime Minister to inform the House about that news. Let the government take a step in the matter of good governance,' said Maoist chief whip Hitraj Pandey. 

Maoist MP Sudan Kirati reminded the parliament of Prime Minister Oli's anti-corruption commitment. The name of misgovernance has been added to the chest of the government which was formed for good governance. What about the General Administration and Land Management Minister? In this Parliament, the Prime Minister had said - I do not commit corruption, nor will I allow it. Maoist MP Gyanu Basnet objected to the government's leadership's silence even when the audio of Minister Gupta's statement to another ministerial official was made public regarding the transfer of the head of the Land Port Office Kaski and the appointment of the land commission chairman.

Congress MP Hridayram Thani linked the issue of corruption in the Parliament to the government's stalling of the Bill on the Commission for Investigation of Abuse of Authority in the parliamentary committee. The issue of corruption is being widely raised in the House today," he said, "a sub-committee prepared a bill on corruption and authority after a lot of effort. But the corruption bill was approved by the president on March 3, the authority bill has been stuck in the committee for 6 months.' 

Member of Parliament Rajendra Pandey, who is also the senior vice-president of the United Socialist Party, claimed that General Administration Minister Gupta had lodged a complaint with the authority for investigation along with the bag, banknote numbers and photos of the money taken by the bribe. He emphasized on the need to investigate the audio dialogue of Minister Gupta. 

Today, we demand the answer from the head of the Good Governance Commission (Prime Minister) that he does not look at the face of the corrupt,' said RSWP MP Sumana Shrestha, 'One minister has burned another minister, whose place is it, which place is it? UML chief whip Mahesh Bertaula, who is leading the government, said that the government should take a ruthless decision on the issue of good governance. After the question is raised, the opinion of the concerned minister will be expressed," he said. "The issue has also been raised in the Parliament. His responsibility remains. The chief whip of the ruling Congress, Shyam Ghimire, said that there should be a serious investigation into the speech of Minister Gupta heard in the audio and the culprits should be punished. "The audio should be investigated whether it is real or not. If yes, action should be taken and the minister should be removed," he said.  General Administration Minister Gupta was not available for comment on the

audio. Minister Gupta claimed that the voice heard on the public audio was not his, mentioning that sponsored news was coming on Facebook. “I don't know anything about the staff involved in the influence. And whether he has been appointed to the Land Commission or not?' He wrote, 'My voice is said to have been misused by information technology (AI), who will confirm it?' The Land Management Minister Adhikari, whose name is mentioned in the audio, has turned off his mobile phone. The Authority has responded that it is investigating the issue of Minister Gupta's audio.
