Former Prime Minister and Finance Minister Baburam Bhattarai has said that the budget has come in a general reformative manner. Speaking after the announcement of the budget, he said that although the agriculture sector has been prioritized, no new programs have been introduced for the improvement of the education and health sectors.

This budget has some positive, reformative things. There are some positive things like promoting the private sector, encouraging the IT sector, addressing the issue of climate change, encouraging electric vehicles without increasing tax, giving priority to start-up businesses,'' he said, 'but there is a structural problem in the budget. There was no plan to change the country qualitatively. The structure of the budget is not such as to increase development expenditure. Dependence on debt remains. The administrative expenses are high.'

He said that priority is given to agriculture and land management in a sectoral manner, but there is no plan for scientific land reform. "Agriculture is a priority, but there should have been a program to bring about qualitative change," he said, "the country will not take a leap unless there is radical reform in the education sector." He said that even though the plan of national pride has been emphasized on the priority of infrastructure development, the leader is focused on it.

'Budget allocation has been made for the convenience of the leader and the benefit of the party's party. Arbo budget has been included in the plan linked to the budget allocation leader, he said, there is no necessary budget in Karnali, which is backward. The government appeared to be biased in this.'

He said that the country's economy cannot be transformed without a two-digit economic growth.
