Former Prime Minister and Finance Minister Baburam Bhattarai has said that the budget has come in a general reformative manner. He said that priority is given to agriculture and land management in a sectoral manner, but there is no plan for scientific land reform. "Agriculture is a priority, but there should have been a program to bring about qualitative change," he said, "the country will not take a leap unless there is radical reform in the education sector." He said that even though the plan of national pride has been emphasized on the priority of infrastructure development, the leader is focused on it.

'Budget allocation has been made for the convenience of the leader and the benefit of the party's party.
