After the Constitution of Nepal has placed health as a fundamental right, basic health care should be free. No one should be denied access to emergency health care. And, after saying that quality services should be given to everyone, it means that there should be at least counseling about the childless. In order to reach that, 'Tax Sharing' and 'Tax Shifting' should be done by the experts.

Because now sending experts to the basic health care centers in every ward is a matter of 'dying with the eyes of the sky'. That is not possible. That's why we have to do 'tax sharing-tax shifting'. 

The erstwhile Zonal Hospital should run at least a clinic up to the current Provincial Hospital. According to experts here, some infertility problems can be prevented through counseling. If information can be given to the extent that counseling is an option, it would also be a good referral channel. 

IVF is a specialized service. That is why it cannot be operated with the approval of the local level and state government. That is against the law. It is also contrary to our Public Health Service Act and Public Health Service Regulations. Because it is a specialized service, only the federal government will give approval for the operation. 

No matter how many IUI or IVF service centers are opened in the name of childless treatment center, they must obtain operational approval from the Ministry of Health and Population. About 29 have been registered now. 9 have applied. 22 are in process. The process of granting them permission has gone ahead. Apart from that, they have also been operating against the law. Such centers are being explored. Monitoring is also ongoing. 

In Section 7 of 24 of Public Health Regulations, 2077, we have set test tube baby or IVF center standards as specialized services. It also mentions the criteria required for the operation of the center.
