The priorities, challenges and possibilities of the Wagmati state government, which is the state of the capital, seem to be abundant. Being a province of historical, cultural and archeological importance of Nepal, the Wagmati government has the responsibility to not only protect, enhance and develop the confluence of art, culture and tradition, but also to address the diversity including the identity of different castes, languages, religions, and its originality in the preservation and development.

Building physical structures, guaranteeing good governance, the rule of law, gaining trust in governance is not only a challenge, but the effective implementation of service-oriented activities that realize the justification and need of the federal government should be carried forward as the main task. 

Since no party has a clear majority in the state assembly, there is a need for the support of other parties in the formation of the government. The joint government of Congress and UML in Bagmati is running under the leadership of Congress Parliamentary Party leader Bahadursin Lama Tamang. According to the 67-point agreement between the Congress and the UML, the government has the responsibility to create an environment of trust and create hope by eradicating the despondency, thirst and dissatisfaction of the common people. 

The government is serious that all the situations mentioned should be presented seriously. The leadership of the government wants to move forward by establishing harmonious relations with all political parties, council of ministers, administrative mechanisms, civil society, journalists, all sectors, classes and communities. Our opening days are aimed at this. 

Common people have been affected by the incessant rains that came on October 10-12. There has been a huge loss of life in Wagmati. There has been a major disruption in roads, bridges and bridges. We have more responsibility and obligation to address it immediately. It has been decided to give one lakh rupees to the family of the deceased immediately according to the authority given by the procedure related to government operation, and after amending the procedure, an additional one lakh rupees and if the residence is completely damaged, it has been decided to give one lakh rupees for the temporary shelter. 

We want to determine the priority according to the geographical characteristics of the province. We want to encourage production in Terai and interior Madhesh and ensure its market. We want to organize the production and sale and distribution of food, vegetables, fruits and dairy products in a reliable, effective and planned way to generate income. 

The government should take initiative for a healthy life of couples in the priority areas of fruits, vegetables and animal husbandry produced in hilly districts. For this, professional and diverse programs will have to be delivered to the masses. It seems that if the herbs found in the Himalayan regions can be collected and prioritized for their multifaceted utility, it will help the national economy. Local income also increases. It is necessary to see the government in this direction. 

Further identification of religious, cultural and tourist areas and their protection, expansion and promotion seems to be another important area. After extensive discussion on such multifaceted issues, the government has thought of acting within its capacity and limits in order of priority. 

Despite being a unique opportunity within the country, our youth has gone abroad. Now we have to do a comprehensive review of our needs and priority areas. We have also realized the bitter reality that our manpower is unable to compete in the world market due to lack of knowledge, technology and skills. 

On the one hand, the forced situation of having to go abroad and on the other hand, not getting a proper wage for labor, and the situation of the motherland gradually becoming unproductive is certainly not pleasant. There should be a debate and discussion on this issue at the national level. There is another challenge in front of the local, provincial and federal governments to be active in managing the human resources within the country. 

Development and expansion of education, health, drinking water, infrastructure can attract young manpower. Changes in information and communication have brought one corner closer to another. Why is it an unjust situation that people living in one geography can use and enjoy all the services and facilities available in the world, but people in another geography should be deprived of basic things? A serious question has been raised before everyone. 

Is it a curse to be born in a different geography? Is the difference between living across the border a problem caused by the lack of capacity and vision of the state administration? We should be able to give answers to such unanswered questions to the society. We cannot win the trust of the common people unless we change the character and trends of the state system. 

We are running a coalition government in the union and state. The process of forming and breaking the equation between the parties is rapid. The limitations of the government are also visible. There is a problem in creating an environment of trust and maintaining balance between the parties. It seems that there is not much synergy between people's expectations and the government's performance. Experts say that the administrative mechanism is also becoming more convenience-oriented than service-oriented.  Slowness in

performance and creating unnecessary hassles in implementation has also hurt public sentiment. Another factor fueling discontent is the government's tendency to take advantage of instability. On the surface, everyone's objective is public service. But the lack of such realization in the area of ​​decision and implementation is another part of the problem. It is true that due to the instability of the government, it is difficult to present such matters in a calm manner. The argument that governance and administration could not be oriented towards people's sentiments and desires is not invalid. The common people's complaint is that the political leadership is not aware of this direction. 

By being aware of all these situations and making policies and programs with consensus, the government of Bagmati province is sincerely trying to fulfill the task of reducing the distance between the government and the citizens.
