Baniya, who became Chief Minister just a month before the Gen-Gi movement, described the Gen-Gi movement as an unimaginable and unnatural disaster.
Bagmati Province Chief Minister Indra Bahadur Baniya has said that the root cause of instability in government formation and collapse is the inclusive and proportional electoral system.
‘Nepal’s politics have changed a lot. The inclusive and proportional electoral system brought about by the rebellion is the root cause of the current instability,’ he said at the session on Federalism: Just a Structure or a Carrier? of the Kantipur Conclave held in the capital on Tuesday. ‘This system does not allow anyone to have a majority. The government is being formed in the union and provinces with the participation of more than two parties. Who and how joined the government is not very important in this.’

Now we have to reform the electoral system itself,’ he said. ‘This will be our duty, religion and responsibility towards the people to reform the system through elections.’
