After the sixth general convention of the CPN-UML in Nepalgunj passed the political and strategic document of the majority party, the minority party decided not to field candidates for the central committee. The political report submitted by the outgoing general secretary of the majority party, Madhav Kumar Nepal, was passed by an overwhelming majority in the closed session hall.
In the voting held on Magh 16, 2054, the Nepal party received 598 votes out of 857 representatives. The political document put forward by Bamdev Gautam of the minority party in return for Nepal's proposal and the different vote on the Mahakali Treaty put forward by Keshav Lal Shrestha received 244 votes. 10 people did not vote at all.
When the party's strategic proposal was voted on, the majority party received 655 votes and the different vote got 242 votes. The minority party was greatly hurt when the gap between the UML leaders, who have been criticizing personal weaknesses and making accusations and counter-accusations over the document for months, widened.
After the election results were not in their favor, the minority party leaders announced that they would not contest the election. Gautam had said, ‘The majority party has gathered such a majority. In such a situation, I cannot morally claim that I should remain in the leadership.’ Gautam had said that defeat did not mean surrender. He had said that he would continue to raise the issue as long as this party does not accept the hegemonic character of American imperialism and the Indian ruling class and the lack of national interest in the Mahakali Treaty. But he said that the question of strategy cannot be raised.
The minority party did not field any candidates in the election, which made it easier for the majority party. Manmohan Adhikari, outgoing General Secretary Nepal, Jhalanath Khanal, KP Sharma Oli, Pradeep Nepal, Bharatmohan Adhikari, Amrit Kumar Bohara, Ishwor Pokharel, Subash Nembang, Mukund Neupane and other central members won the vote. The general convention also elected alternate central members, members of the disciplinary committee, etc. Adhikari got 777 votes out of a total of 838 votes in the election of central members. Similarly, Nepal received 740 votes.
Adhikari and Nepal are back in the leadership
Madhav Nepal became the general secretary after Madan Bhandari and Jivraj Ashrit died in a jeep accident in Dasdhunga on 3rd Jestha 2050. The Sixth General Conference had elected Nepal as the General Secretary. Manmohan Adhikari had also become the President for the second time. The first meeting of the Central Committee held on 19 Magh 2011 after the Sixth General Conference had elected the elderly leader Adhikari as the President and Nepal as the General Secretary. After their proposal presented at the General Conference was not approved, the leaders of the minority party had announced that they would work at the lower levels of the party without submitting their candidacies. President Adhikari had said that this situation had arisen because leader Gautam could not get out of the circle. The General Conference had passed 41 resolutions related to national and international issues. UML had opposed the US blockade on Cuba and expressed happiness over China's sovereignty over Hong Kong. Similarly, UML had passed a resolution to allow Bhutanese refugees in Nepal to return via their own country.
The general convention had adopted the slogan ‘The next government will be of the UML, not of the minority, but of the majority’. The news prepared by Gunaraj Luintel and Dilbhushan Pathak, focusing on the leadership elected from the sixth general convention of the UML, the zero presence of the minority party in the party’s central committee, and other issues, was published by Kantipur Daily under the title ‘UML’s Sixth General Convention: Officials and Nepal re-elected as President and General Secretary’ on 20 Magh 20, 2017.
