There had been a long-running dispute between leaders regarding the references mentioned in the document to be presented at the UML's sixth general convention in Nepalgunj. Supporters of the document prepared by UML General Secretary Madhav Kumar Nepal and former Deputy General Secretary Bamdev Gautam were divided into two groups. The cadres themselves were divided in the conflict between General Secretary Nepal and leader Gautam, which led to internal strife in the party.
The conflict between Gautam and Nepal centered on issues such as the Mahakali Treaty and the view of America and India. General Secretary Nepal had accused Gautam of preparing a 'Mandalay nationalist' style document. Gautam, on the other hand, had accused Nepal of not having a communist character.
Nepal had expressed disagreement with Gautam's mention of Indian expansionism and American socialism in his document. The sixth general convention began in Nepalgunj on Magh 14, 2054, when both leaders failed to produce a single document and take it to the general convention. In the closed session of the general convention, it was decided that Keshav Lal Shrestha would present a different opinion on the Mahakali Treaty, an official document on KP Sharma Oli's strategy, and a different opinion on Gautam's strategy. Before the different opinions could be presented, the police had to resort to lathi-charge in the dispute that had started between the cadres participating in the UML general convention. The lathi-charge carried out by the police to settle the dispute between the cadres supporting the different opinion (Gautam) and the majority (Nepal) had led to the fact that the UML cadres had to be taken to the hospital. After the injured were taken to the hospital for treatment, student leader Yogesh Bhattarai had an argument between the police and the Red Army outside the gate of the convention hall. The police prevented further fights. On the other hand, the majority party of the convention expelled Roop Narayan and Padma from the party membership for hooliganism at the convention venue.
Before the lathi charge was carried out on the cadres of the opposing party, riot police were deployed at the convention venue since morning. During an argument between Roop Narayan Shrestha, who had reached the convention venue leading cadres of different views, and the deputy commander of the volunteers, someone threw stones at the Red Army. The minority party protested that the police had entered the house and lathi-charged.
CP Mainali of the minority party, who had come to the convention, had asked the police to leave the convention in an angry manner. When the CP entered the gate of the convention venue, there was a scuffle with the Red Army. The CP had made his supporters demonstrate at the gate, accusing him of misbehaving with them. When Gautam, who had a different view, came to the scene, the injured cadres cried.
Seeing the cadres crying, Gautam asked the police who ordered them to lathi-charge you. While the martyr's wife was sitting at the gate and crying, Bhim Rawal of the majority party came. The cadres were dissatisfied with Rawal. Because, they understood that Rawal had given the order to lathicharge the police. Martyr wives had protested all day at the convention venue.
‘Allegation of naked mischief’
General Secretary Nepal, who is leading the majority party, had accused the minority party of naked mischief. Nepal had warned of action if they tried to disrupt the convention. Nepal had accused Gautam supporters of attacking the Red Army. Pointing at the minority party, Nepal had said that the Communist Party would not run by raising slogans. He had said, ‘We are not in the habit of getting demands accepted by raising slogans, threatening, and creating discord.’ He said that after having a different opinion, they should be able to accept the competition. CP, on the other hand, had claimed that it had no involvement in the street struggle. He had regretted that action was taken against the student leaders he supported on the basis of Bhim Rawal’s provocative speech.
Ajambar Kangmang, a worker from a different party, had given a speech challenging the leaders of the majority party outside the convention venue. He had asked, ‘If you are going to respect the minority by wearing your Hanuman and hugging the leader, how many days will you stay under police protection?’
After tension arose outside the convention venue, the leaders of different parties had protested in the closed session. UML’s outgoing president Manmohan Adhikari had said that many forces in the world were trying to split the UML. He had expressed dissatisfaction with Gautam and Radhakrishna Mainali for not obeying his request not to go to Butwal. In the fifth convention held in 2049 Magh, the people’s multi-party democracy proposed by Madan Bhandari was passed, while the CP’s new democracy was rejected. Since then, the internal conflict that had been brewing had been deepening under various pretexts. The UML leaders could not reach a consensus on the issue of passing the Mahakali Treaty and the reference to making Lokendra Bahadur Chand and Surya Bahadur Thapa the Prime Minister. The issue of passing the Mahakali Treaty or not was the most complicated. The issue is still being discussed.
When all the above-mentioned issues increased the gap of conflict, a situation of physical attacks arose at the sixth general convention held in Nepalgunj. The conflict between the minority and the majority, which is most visible in the communist parties and the situation created by it, led to the police intervention in the UML general convention.
