As soon as his name was mentioned in the party, he was seen as the leader of land reforms. That is why Bhaktapur Congress leader Jagannath Acharya was given the responsibility of Land Reforms Minister in the Cabinet led by Girija Prasad Koirala after the 2048 elections.
He was very active for land reform for almost two years after becoming the government. At that time, the subject of land was very hot. Because land was considered a very important asset. The slogan of land reform and giving land to squatters was very popular in politics. The Communist Party used to raise the issue of distribution and use of land a lot. Even during the elections, the topic of land rights became the main slogan on the walls. Congress was believed to be the party of the rich and it stood for the landlord. But Acharya broke this belief and started the land reform program.
He was established as a land leader for the Congress . Even now, some people compare him with Bhim Bahadur Tamang of Dolakha as a leader with a calm and clean image. The problems related to Guthi, Mohiani rights and rights restrictions raised by Acharya 32 years ago have not been resolved yet.
But he left power after about two years of being a minister without being able to implement reform programs. He resigned from the ministerial position in 2049 Baisakh saying that he could not implement the revolutionary land reform plan he had given to the people. In his resignation letter, he mentioned that he was not able to make revolutionary reforms in the land and did not get political support while working.
The division of ``Chhattisé and Chauhattre'' within the Congress was also mentally formed at that time. After its form came to the surface in the year 2051, it became the main reason for the then Prime Minister Girija Prasad to announce mid-term elections.
Acharya had a close relationship with the then president of the Congress Krishna Prasad Bhattarai and the supreme leader Ganeshman Singh. The relationship with Koirala was more formal. Because Koirala embraced the path of liberal economic policy at that time, he had an understanding that the introduction of new laws on roles would have a negative impact on the economy.
It can be seen from the record that Koirala reminded Acharya now and then not to rush to bring a new policy on land. He was not close to Prime Minister Koira and there was a discussion within the Congress that he had obstructed the work. Acharya's resignation was also said to be a clash with Koirala.
