Many may not know, the history of the structure of the Building and Urban Development and Construction Department, which is now under the Ministry of Urban Development. This is a structure made by reorganizing the 'Sadar Public Niksari' established during the Rana regime.

During the Rana rule, the place or branch where petitions or complaints were disposed of was called 'Niksari' . Keeping the same word, the structure named 'Sadar Public Niksari' was established during the Rana period. In the year 2020, its name was restructured and made the building department. 

Even after the change of 2046, the then housing and physical planning minister Bal Bahadur Rai told Prime Minister Girija Prasad Koirala about the problem in a sarcastic room saying that the building engineer was watching lice. In the development meeting chaired by the Prime Minister, Minister Rai also raised a question about whether to give work to the building department.

Minister Rai's statement confirmed that even after two years of the restoration of the multi-party system, the government department is working against the rules, laws and regulations. The work of the building department is to build government buildings. At that time, the building of the Ministry of Health was being built. But the building department had no role. That's why the experts said, "Doctors build buildings, engineers keep financial accounts."

When the government said that the Ministry of Communication, Home, Education and Health would be created by the building department in the year 2047, departmental minister Rai himself complained sarcastically after it was not implemented. He told Prime Minister Koirala that the building department is a house to see lice. He also asked a question saying. 

In the past, there was a branch office of the building in 75 districts and the internal audit of the expenses had to be done by the building department. However, which government office where and how many? The building department was unaware of the conditions under which they were being built. The minister himself had been complaining that instructions were coming from the higher level from time to time regarding non-essential works, but the definite details of the government structures under construction were not coming at the specified time. 

The Ministry of Finance used to send 1 to 8 lakh rupees annually for the maintenance of government buildings in the district. Artha had been providing Rs 3 crore annually to the building department. The Auditor General's office was questioning whether the buildings are up to standard. The ministries or related offices that are working on the construction had set the standard of doing the work on guarantee without tendering and also doing the implementation themselves. The experts were suggesting that the character of the department should be changed .  Although there were more than a thousand engineers and supervisors in the

department, they did not get jobs. That's why Minister Rai questioned that the engineers of the department under his ministry are living without jobs.
