After repeatedly applying for mathematics and science teachers, the application is not received, so there is a compulsion to conduct classes from lower level teachers.

Gulmi's Musikot Municipality did not receive applications even after 15 advertisements for the recruitment of secondary level mathematics teachers under the federal grant. The education department of the municipality has been trying to fill the posts of English and science teachers for one and a half years. But the teacher has not been found.
Shyam Thapa, headmaster of Musikot High School located in Ward-4, said that the upper classes have to be conducted by mathematics teachers of Nimawi level. According to him, despite repeated advertisements, no one came, so the notice was stopped. "Nimawi's teachers don't have a free period," Prof. Thapa said.
Malika Rural Municipality-5 Jamalpokhara Mavi called for applications three times for the appointment of science teachers but no one came. Prof. Dhundiraj Aryal said that the upper classes are now being taught by NIMAV level teachers. Sukra Mavi of Kaligand Rural Municipality-6 Khadgakot had advertised four times for mathematics teachers, but no applications were received. Prof. Prem Bahadur Pun said, "Since last May, we have been teaching from Nimavi teachers since the complaints of students increased.
Resunga Municipality-3 Bhadgaon Vadagaon Mavi and Rangbas Mavi of Ward 11 were also advertised 3/3 times for the appointment of mathematics teachers but the teachers did not come. "It is difficult to find math, science and English teachers in the district," said Thaneshwar Ghimire, the head of education development and coordination unit Gulmi, "The quality of education has also deteriorated due to the lack of subject teachers." But since the application was not received, the teacher was not appointed. Last year, when the Krishnanagar municipality issued a notification for the recruitment of 51 volunteer teachers in various subjects at the secondary level, no one applied for the subject of mathematics. Many students in the district fail because of these subjects.
Last year, 3,400 students out of 9,000 who participated in SEE from the district were 'non-graded' (failed). Among them, 2,400 out of 3,400 students were 'non-graded' in mathematics. In 'non-graded' there are more economics and science subjects. The grade enhancement exam has just ended. Arjun Kunwar, Education Officer of Education Development and Coordination Unit, said that there is a problem in finding teachers as those who studied mathematics and science are mostly going to study doctor, engineer, computer science and forestry. “Mathematics and science are technical subjects. It seems that most of those who read these subjects are from abroad. Even those who live here are less interested in the teaching profession," he said.
Prof. Ramesh Kumar Pandey of Anirudh Public School said that there is a problem in teaching and learning due to the lack of mathematics and science teachers. He also said that because of the inability to fill the post of secondary level teachers, there is an additional burden on the secondary level teachers.
Professor Pandey informed that after the shortage of teachers has worsened, an agreement has been reached regarding the transfer of students from anywhere in Nepal to the education development and coordination unit in the district. Now, with the consent of both schools, the teacher can come to Kapilvastu. But this process is not easy," he said. The Shivraj Municipality has created a procedure and untied the knots as science and mathematics teachers could not be filled due to lack of permanent teaching permit. Prof. Devananda Thakur of Public Awareness School, Lakshmanpur said that it is easy to be able to teach even if one does not have a teaching permit.
More shortage of science teachers The heads of the education branch of Bardiya-based municipality say that they have to advertise repeatedly to find teachers of mathematics, English and science. As there are no teachers according to the vacancy, city teachers have been arranged. There are 46 community schools including 10 high schools under Gularia Municipality.
According to the education branch of Gulria Municipality, 48 city teachers have been hired including 11 teachers for M.A.V. According to Dal Bahadur Chaudhary, Senior Education Officer of Rajapur Municipality, one or two advertisements are found for English and Mathematics, but teachers are not found even after many advertisements for Science.
Navraj Adhikari, the education officer of Geruwa rural municipality, said that they only got a teacher when they advertised for the fourth time last year. "This year, we hardly got science teachers for the third time at the M.A. level," he said.
Even better in remote schools
Kalika Mavi in Shubhakalika rural municipality-2 Balachaur of Kalikot opened applications for 5 times for science teachers of M.V. level in the previous academic session. A federal science grant was withdrawn after not a single licensed teacher applied. This year the school has been forced to appoint unlicensed science teachers.
Professor Saraswati Basnet said that the management committee appointed the teacher last May by paying Rs. 25,000 per month. There are 283 children from Dalit community in this school with 501 students. There are only 3 permanent positions in the school with 13 teachers from municipal grants, federal grants and private sources.
Man Bahadur Shahi, ward president of Shubhakalika-2, said that even if they wanted to bring more money to licensed teachers, they were able to get them. Navraj Acharya, Head of Education, Youth and Sports Branch of Shubhakalika Rural Municipality, said that even Dahal Mavi Sukatiya and Janata Mavi Chotiya, which have zero vacancies at M.V. level, have not received teachers of science, mathematics and English from the federal grant. According to him, 12 universities that do not have permanent posts are said to be given federal grants at the rate of 43,689 rupees for English, mathematics and science teachers. According to
principals, there is a rule that in order to get a teaching license, even if you have graduated from the faculty of science, you have to do one year of BEd or be employed. There is a shortage of teachers due to the unsustainability of federal grants, the unwillingness of those who have studied science to go to remote areas, the reduction of salaries, allowances, etc., the reduction of additional earning opportunities such as tuition in village schools, and the fact that even if teachers are appointed with difficulty, they change their service to other government services permanently.
Kalikot's Palata Rural Municipality advertised itself last year from the federal grant budget to manage teachers of 3 main subjects. After the application was not received, the concerned school was asked to find a teacher. Even though Dudheshillo Mavi Bersankot advertised 3 times, the teacher did not come. "I contacted networks all over the country to find a science teacher," said Dudheshillo High School Principal Man Bahadur Rokaya, who is also the Karnali Province President of the Nepal Teachers' Association.
Dudheshillo, the oldest school in Kalikot, established in 2016, received approval up to 8th grade in 056, 10th grade in 067 and 12th grade in 075, so far there is no permanent post for NIMA and MA. My job is only to find a teacher. It is difficult to sustain even those who have searched for it," Prof. Rokaya said. Dudheshillo High School, which has 470 students, has 4 permanent teachers, 1 temporary teacher, 3 temporary teachers and 3 teachers. Durgalal Neupane, Head of Education, Youth Sports Branch of Narharinath Rural Municipality, said that Rupadevi Mavi of Ward 7, Uchchava, was given permission to appoint a teacher without a license after receiving notices for science subjects 8 times.
Skilled teacher shortage is a problem across the country
Teachers Service Commission last year requested 290 teachers for lower secondary science subjects. Only 281 people were recommended for the post. There were 3 thousand 873 applications. Only 31 percent i.e. 1 thousand 213 passed the preliminary examination. Out of them only 984 participated in the subject examination. In that too only 33 percent 326 people passed.
commission chairman Madhu Prasad Regmi says that there are few posts in science, English and mathematics and even in these, the teacher posts have not been filled. Teachers of these subjects do not want to go to remote areas and mountains. Due to non-filling of posts in the reservation group, the quota is left vacant. Although most of the posts for permanent teachers have been filled, there is a situation of not getting temporary and contract teachers all over the country.' Even though all posts are filled, only 11 percent have passed. Out of 5 thousand 130 people who took the general exam, only 2 thousand 852 people were successful. Out of 2,369 participants in the subject examination, only 277 passed. It is seen from the data of the commission that the condition of mathematics, English and other subjects is almost the same as that of science.
Only 4 percent of candidates passed in English and 11 percent in mathematics last year. Of the 3,740 people who participated in the subject test of English, only 163 passed. While 2,236 people participated in Mathematics, only 278 passed. Only 8 percent have passed the examination for the post of M.A. teachers of various subjects conducted by the commission. According to the Commission, the passing percentage of NIMAV is 18 and a half percent.
President Regmi said that even though the teacher posts are filled, the trend of not staying in the school is increasing. There is a problem of teacher retention. They all go to other public services,” he said. In a study conducted by the Ministry of Education, it was found that the number of teachers at the primary level is more than the requirement and less at the secondary and tertiary levels. As the number of posts decreases, only a small number of advertisements are called for filling up permanent posts. It was found in the study that there are only 70 schools that have permanent posts for science, mathematics and English subjects in the country. In the absence of permanent posts, schools are forced to fill temporary, relief, contract and other quota teacher posts. Public schools have not been able to increase the number of permanent teachers for two decades.
