I would like to say to those who are thinking of burning my face - I burned in the fire but did not become ashes, I reached the parliament, I think thousands of youths like me should get a chance to excel.
I am not only an MP but also an acid attack victim. Throughout my life I have seen the inequality, injustice and opportunity gap in society like a scar on my face. The hurt I felt was not just personal, it was a pain representing thousands of Nepali youths—where women are insecure, where youths have to struggle endlessly to prove themselves.
When I entered the parliament, I realized that the issue of youth should be transformed into a policy, not just a speech. I have experienced not only being a member of parliament making laws but also being a facilitator of change. I know, thousands of youths are struggling like me. They are suffering from lack of employment, lack of skill-based education, and being deprived of political opportunities. The biggest challenge is society's inability to understand the youth.
About 40 percent of Nepal's population is youth. Having such a large population is an opportunity in itself. However, those young people are not getting a proper place. Our education system is still traditional, which cannot impart practical skills. Although the government policy is made for the youth, the implementation aspect is weak. Thousands of youth are unemployed due to lack of skills and forced to migrate abroad.
Social structures also suppress youth. In particular, women and youth from vulnerable communities are excluded from the decision-making process. Another thing I realized after coming to Parliament is that many old-fashioned people have not been able to accept the youth leadership easily.
Nepal has a large number of educated youth. However, they are unable to find employment. Education becomes meaningless if it cannot impart practical skills. Employable education is the need of the day to create employment opportunities within the country and also for the youth who go abroad to get good jobs. University education should be linked to industry and made practical. Priority should be given to skill oriented programs. Grants and concessional loans should be given to promote startups and entrepreneurship.
Another story, youth are also being victims of violence. I myself have been a victim of acid attack. An attempt was made to weaken me by throwing acid on my face. But, that incident made me even stronger. Not only me, thousands of Nepali women are victims of violence. The attention of the government and society should be directed towards that. It is necessary to bring strict laws against acid attacks and implement the laws. Victims should be provided with legal aid, psychological support and financial rehabilitation. Zero tolerance policy against violence should be effectively implemented.
Youth should be given access to leadership and decision-making. The youth themselves can take initiative to solve the problems they are facing. The number of young politicians in Nepal is increasing. However, they are still not brought into the decision-making process. Not believed to be able to lead. Policy makers need to pay attention to how to bring youth to leadership roles.
Youth reservation policy should be implemented in all the parliaments or municipalities. Youth representation should be increased from the local level to the federal government. Youth participation should be encouraged by making politics transparent and inclusive. It is necessary to take decisive steps to increase the representation of youth from the executive level of the political party to the executive body of the state. The intervention of Yuva Jamaat is necessary everywhere.
Due to increasing competition, unemployment and insecurity in the society, the youth have to face mental stress. In today's time, the issue of mental health should also be kept as a national priority. A nationwide campaign should be launched for that. Counseling centers should be established in educational institutions. Along with the
challenge, there is great potential for the youth. Digital sector is developing rapidly in Nepal. If the right policies are put in place, digital entrepreneurship can grow. It has a lot of potential to create employment and income opportunities.
Youth participation is essential in Nepal's climate change policy. There should be youth leadership in areas like green energy, organic agriculture and sustainable tourism. There are many opportunities for young people to study and work abroad. The government should bring the right policy and create an environment to use those opportunities.
After entering the Parliament, I got to understand the reality of law, policy making process and implementation side closely. When I worked on bringing Non-Governmental Burn Control and Punishment Bill (Burning Bill), I realized that although our legal structure is strong, the implementation side is very weak.
Being a victim of jealousy myself, this bill is like a personal battle for me. When the matter was raised in Parliament, many did not take it seriously. Because, there are few who feel the pain of the victim. However, I did not back down and got the bill registered. I am trying to table the bill as much as possible. On July 31, 14 honorable persons have jointly registered a non-governmental bill to regulate the control and punishment of human body burns. A parliamentarian's job should not be to discuss only the bill brought by the government. You can also bring a bill for making laws that are necessary for the country and society. Accordingly, since there is no law related to burning, we felt the need and registered the bill.
There is no effective provision in the existing law regarding the rescue, treatment and relief of victims of human body burns. Since there is no special law, we have registered a bill to make legal arrangements regarding the control of human body burns. The aim of the bill is to provide relief to the victims of burns, to take action against those who caused the incidents of burns, to make them accountable for the damages and to make them liable. The law is needed to deter such incidents by paying compensation and punishing the perpetrators severely. This is an essential law. The House and the government should focus on making it a priority. The government should take such issues into consideration and encourage them, not just ignore them for political reasons.
I would like to say to those who are thinking of burning my face - I burned in the fire but did not turn into ashes, I reached the parliament. I think thousands of young people like me should get a chance to excel.
It is necessary for the government to bring a youth-centric policy and I will continue to fight for this. Unless the young generation comes forward in an organized manner, the journey of change will remain incomplete. So, now is the time - the youth to rise up, lead and give a new direction to the country. If I can, so can you. It is necessary to raise the voice of the youth from the streets to the parliament. I want the struggle of earthlings not to be limited to personal battles. This is the struggle of our generation – for justice, for opportunity and for a better future.
