The Beginning of Good Governance: Investigating the Leader's Assets

I came close to the public while helping to control the epidemic and daily living, I believe that the youth should bring light, laughter and happiness to the faces of the unreached and needy, so I came into politics for more change.

I have been in politics for 5 years now. Before joining politics, I was a student and a social activist. After the Covid epidemic, I became the city in-charge of the Youth Union of Lumbini Cultural Municipality of UML. During the covid epidemic, I was connected to the youth association by the social work done by reaching various wards and villages of the municipality.

After not getting local level ticket from UML, I decided to contest the election from Janmat Party. Although I competed for the post of Lumbini Cultural Municipality chief, I was defeated in the election. However, I did not give up. I was constantly active in social work.

Ruppandehi Constituency no. 5 (2) gave candidacy. With a young friend and being young, it was not difficult to win the election. I am currently in charge of the state member in the public opinion. I became Minister of Social Development of Lumbini through popular vote for 1 year twice. Even now, I am the leader of the parliamentary party of public opinion in the province. When

got into politics, there was a covid epidemic. No one was allowed to leave the house. Most of the people of Lumbini Cultural Municipality are farmers and laborers. Even 3 months from farming is not enough to eat. Due to the covid, the government did not allow them to work, so many citizens fell into financial problems. None of the elected representatives reached the poor and working people. The condition of the village became miserable day by day.

I collected some food and materials needed for daily living by requesting from various industries and big businessmen. Activated the youth to distribute to workers, farmers and poor families. It helped in controlling the epidemic and in the daily life of the people. People started coming looking for me with problems. I felt that the people's trust and responsibility towards me increased because the elected representative could not be accountable to the people.

It is my belief that youth should bring light, laughter and happiness to the faces of the underprivileged and needy. I joined politics under that campaign. Politics is a place where policy is made, something can be changed through it. The same Huthuti made a candidate for the local level. However, I could not win everyone's heart. After working continuously, I was elected as a member of the Provincial Assembly.

Coincidentally, I got the responsibility of leading the Ministry of Social Development, which includes many young and educated sections of the province. For the first time, I was appointed as the Minister of Social Development on January 28, 2079. However, I resigned as a minister on Chait 12, 2079 due to political tension. In May 2080, I was again appointed as the Minister of Social Development. I worked till July 2081. The ministry was responsible for education, youth and sports. I tried to do the best I could. However, I could not give the expected return. Even now I am satisfied with some of the work I have done. However, they are regretting not being able to do much.

Even though federalism has been implemented in the country for so many years, the Union has not yet given rights to the provinces. The province does not have enough budget. The bureaucracy is party-oriented. Even if he is a minister, he cannot work as expected. I realized only after becoming a minister that a minister cannot do anything without the support of his staff.

Most of the ministries are dominated by party workers. I was new to that. 90 percent of the employees of the state are affiliated to party organizations of Congress and UML. That's why the work I tried to do could not be completed. However, I easily met the common man who came to see me, ask for plans and advice. I worked with the belief that citizens should have access to the ministry and only then will their loyalty to the province increase. I tried my best to solve the problem. That is my main satisfaction.  A lot of work was done in coordination with the

staff. But it was not possible to prepare a point of good work to mention exactly. I became a minister. Crores of budget were also mobilized. However, the essential Provincial Education Act has not been made yet. The Federal Government's Education Act is working. The state government is like a puppet. Rights held by the association. There are more rights at the local level than at the state level. People are saying that education should be made free. The government claims that government schools are free. However, they have been charging fees under various pretexts. The minister cannot control it even if he wants to. This is because there is no right to education in the state. Due to the lack of authority, even the instructions given by the minister are not obeyed by the teachers.

I also did some good things for the players. I decided to provide financial support to the national cricket players at the rate of 3 lakh per person with respect. 5 million was allocated for the construction of Siddharth Stadium in Rupandehi. However, the budget could not come in full. The Prime Minister's Cup was also successfully held at Siddharth Stadium with continuous efforts. Which happened for the first time in Rupandehi. 15 lakh rupees was supported by the state government. The work of selecting players by conducting sports competitions in all 12 districts of Lumbini Province was also done by making an action plan under my leadership.

Now the country's economy is in big trouble. Unemployment is rising. In order to improve the economy, all high-ranking officials including the former prime minister and the current prime minister, ministers, local people's representatives, employees, security personnel, chief justice, heads of authorities, etc. should submit their property details. However, that has not happened now. Only the process has been completed. Not effective. Everyone's assets should be investigated. If investigated, it can improve the economy. It can also work to reduce the frustration of the people towards politics and instill hope.

Youth migration has increased due to unemployment. Educated youth also need to bear the responsibility of the country. However, there is a situation where educated youth do not want to live in Nepal. That is also a kind of selfishness. It is necessary for the government to show hope to the educated youth by promoting a policy of staying in the country, opening industries, and creating employment opportunities. A country can be built only if a policy can be brought to manage the budget for the unemployed, provide training, and use the existing skills and abilities. Agricultural training should be arranged for the real farmers and the tendency of only the poor to enjoy the benefits of the state should be stopped. Justice is also based on power and access. If treatment facilities can be easily provided in government hospitals, the government can feel that it is on the side of the people.
