Rashtriya Swayamsevak Sangh (RSS) candidate and former Education Minister Shishir Khanal has won for the second time from Kathmandu-6. According to the Office of the Returning Officer, Khanal has received 27,719 votes. His nearest rival, Congress candidate Krishna Baniya (Sabuj), received 6,647 votes. UML candidate Aman Maskey came third with 4,373 votes. 43,868 votes were cast here. He was elected from the same constituency in 2079 as well.

Khanal, 47, is originally from Tanahun but has been living in Tokha, Kathmandu for the past few years. Khanal, an activist for public education reform, is also the founder of Teach for Nepal (2012-2019). Khanal, a member of the RSS's central secretariat, has also become the Minister of Education on 3 Magh 2079. At that time, he had been the Minister of Education for only 19 days. Before entering politics, he was active in the field of education and policy making.

He has a master's degree in public policy from the University of Wisconsin-Madison in the United States and a bachelor's degree in international political economics from the University of Bridgeport. Before entering politics, he was active in the Sarvodaya Shramdaan Abhiyan (2005-2012).

He also worked as an education advisor for Tulsipur Sub-metropolitan City from 2023 to 2025. After seeing the lack of access to quality education for children during the Sarvodaya Shramdaan Abhiyan, he established 'Teach for Nepal' in 2012. This organization has been mobilizing young volunteers in every academic session to fill the shortage of mathematics and English teachers in community schools in Nepal.

Khanal completed his school-level studies from Siddhartha Banasthali School. After this, he did his B.Sc. from Trichandra Campus.

At the University of Bridgeport in the US, he worked as an international college senator with a senator from the Connecticut State Assembly (state parliament) and learned about American parliamentary practice, and assisted the senator on policy and constituency issues, according to his personal website.

While co-founder of Pick & Drop, a service provider company that delivers goods from one place to another, Khanal got involved in the 2079 parliamentary elections. At that time, he also worked as a member of the Congress manifesto preparation task force in the local elections. Khanal had announced that he would contest the parliamentary elections as an independent candidate, and later became a candidate from the Rashtriya Swayamsevak Sangh (RSS).

Educationist and former dean of Kathmandu University Man Prasad Wagle recalled their collaboration with Khanal 15 years ago. 'We met in the office.' He said, 'Let's work together in Teach for Nepal.' Shishir was more of an academic leader than a politician at that time. He joined the Rashtriya Swayamsevak Sangh (RSS) party only after a long time. We had formed a group of leaders and worked as Teachers for Nepal. Wagle said that Khanal had always emphasized public education reform. “Shishir is an academic with experience and vision. It seems that the RSSP has taken note of his work,” he said.

In 2079 BS, Khanal, who contested the election against Bhimsen Das Pradhan of the then ruling coalition and Sarvendra Khanal of the main opposition party UML, won by a margin of 5,293 votes. He received 14,204 votes. His nearest rival Sarvendra Khanal received 8,911 votes. The Congress leader received 8,805 votes.

Regarding his second victory, Khanal said that the voters voted in favor of change and generational change. He said that the general public is trying to pave the way for good governance and prosperity through the Rashtriya Swayamsevak Sangh (RSS). "The RSSS government will work to deliver results within 100 days, doing justice to the unprecedented public outpouring shown by the voters," he said.
