District Police Chief Superintendent Santosh Acharya congratulated Bikram Singh Thapa, the newly elected member of the House of Representatives from Kapilvastu-2, and said, ‘Earlier, he was a capable police officer. Now, he has become an honorable one. He has done good and good work and is dedicated to the nation along with the people.’ The person congratulated by the District Police Chief is former senior officer and former SSP Bikram Singh Thapa, who has earned a name in the police and organization.
Former SSP Bikram Singh Thapa, who has established himself as a police officer responsible for investigating crimes, controlling hooliganism and neutralizing underground groups that create terror in the Terai, has entered the parliamentary journey.
He is entering the parliament for the first time, defeating two veteran former ministers and a former National Assembly member. He was elected as a member of the House of Representatives from the National Independent Party by defeating former minister Brijesh Kumar Gupta, who was seeking a fifth victory, and former minister Surendra Raj Acharya, who was seeking a third victory. He became an MP by defeating 16 and 11 independent candidates of the party in Kapilvastu-2.
Thapa, who spent the energetic part of his life in the police service, has been involved in politics since 2074 after retiring from service. In 2079, he was defeated by 522 votes in Kapilvastu-2 (A) as a member of the Lumbini Provincial Assembly from the Nepali Congress. In 2082, Thapa's name was also recommended as a member of the House of Representatives from the Nepali Congress in Kapilvastu-2. However, after not getting a ticket from the Nepali Congress, Thapa joined the Rashtriya Swatantra Party and won the election.
Born in Gulmi, he had been working to make Kapilvastu a workplace for a decade and a half. Thapa, who passed his SSC in 2037 BS from Mahendra Mavi in Gulmi, is a BSc graduate from Udaya Pratap College, Banaras, India. Thapa, who had a rebellious nature and raised his voice against injustice, tyranny, discrimination, corruption and injustice since school, was as good at studying as he was at maintaining discipline, good governance and justice. That is why he has decided to enter parliament at the age of 63. ‘I consider politics as a service,’ he said, ‘Earlier, I was connected to the people through the work of maintaining peace, security and peace, which is an integral part of social life.’ Now I want to connect with the people through politics.'
While in the police service, he earned a name as an excellent officer for his excellent work while taking command of districts including Kathmandu, Lalitpur, Banke, Rupandehi and Kapilvastu. He was recruited as a police inspector in 2046 BS along with former Inspector General of Police Sarbendra Khanal and Ramesh Kharel and retired from the post of SSP in 2073 BS.
Having worked in the police for 27 years, he gained fame by exposing the much-publicized Unity fraud case, the arrest of Bhagat Singh, who was wreaking terror in the Terai in an underground style, and the theft of petroleum products from oil tankers in 2072 BS. That is why he was often discussed in some places by giving nicknames like Singham and Rowdy Rathore. One of his two sons is pursuing an MD while the other is an engineer. He has a family of 4 including his wife and was ambushed in Nuwakot during the Maoist armed conflict in 2058 BS.
Thapa, who has a good understanding of the psychology of crowd control, is considered to be good at planning and working on internal security arrangements, crime investigation, hooliganism control and assessing difficult situations. That is why the Police Headquarters awarded him the highest police honor, the Purna Shanti Award, in 2060 BS.
He has said that he will work by prioritizing corruption control, good governance and the basic needs of the people. Although it was difficult to compete with experienced leaders and former ministers and former National Assembly members in the election, he has secured a large number of votes from the people and has set his path to parliament. Thapa has got the opportunity to enter parliament in his second attempt in the election. This time, he is using his experience in police service in parliamentary practice.
Thapa won by a margin of 6,108 votes. He won by securing 27,635 votes, while his nearest rival, Nepali Congress candidate Surendra Raj Acharya, secured 21,527 votes. Acharya had once served as a Minister of State and a Cabinet Minister. He also defeated NCP candidate Brijesh Kumar Gupta, who secured 20,482 votes.
