Nepali Congress General Secretaries Gagan Kumar Thapa and Bishwaprakash Sharma have consulted and discussed with legal professionals regarding the party's special general convention.
They discussed with senior advocates here on Saturday the proposal for a special general convention registered by 54 percent of the general convention representatives on Asoj 29 at the party central office.
Senior advocate Yadunath Khanal, who was involved in the discussion, informed that the senior advocates informed about the provisions in the Constitution of Nepal, the Party Act and the Nepali Congress statute. Article 17 (2) of the Nepali Congress statute clearly states that if 40 percent of the members of the central general convention submit a written request to the center stating a specific reason for calling a central general convention meeting, it will be mandatory and compulsory to call a special central general convention within three months of the request.
Senior advocate Khanal informed that the senior advocates present gave their views and suggestions regarding the provision in the statute that allows both the central working committee and the central office to call a special general convention regarding the proposal for a special general convention.
Senior advocate Khanal, including the president and former president of the Nepal Democratic Lawyers Association, and senior lawyers considered close to the Nepali Congress were present in the discussion.
The meeting of the Nepali Congress Central Working Committee on Friday decided to revise the schedule and hold the party's 15th General Convention in Kathmandu from April 28 to 31, considering that the proposal for a special general convention had automatically lapsed. Earlier, the party's 15th General Convention was scheduled from December 26 to 28.
Five leaders, including General Secretaries Thapa and Sharma, had expressed different opinions regarding the decision. General Secretary Thapa had said that the 15th General Convention should be held within December 29 to implement the proposal for a special general convention registered at the Nepali Congress Central Office on September 29.
