Politics in the strategy of bureaucracy

What you should know

When Ken Ohasi, who had worked as the head of the World Bank in Nepal, came to Kathmandu after the establishment of the Republic, he had an opportunity to discuss the development of Nepal with him. He said, "There has been a big change in Nepal. This is a happy thing. However, in my experience, politics here has become an obstacle for the development of Nepal.

Ohasi said, "Until 2007, as far as I understand, Nepali people used to pay taxes to a small class of 'elite'". After the end of the Rana rule and the establishment of democracy, that small class of elites began to expand into a very large group . The management of the taxes paid by the people started to go into his hands . This extended elite class includes politicians, people in government service and various professionals . Politics of Nepal is caught in the game of personal income of these elites . The government has been used as a 'tool' of those who eat the taxes, rents and commissions paid by the people . The government has not been able to become an effective weapon to provide public services to the people . The theft of national capital has increased. Government mechanisms are weak . He has not been able to work. According to him, it cannot be expected that the hearts of the people who are in the circle of state power will change. They have been caught in the maze of brokerage.

These words of Ken were realistic . At the time of the referendum, BP used to advise its workers to avoid the 'Sukila-Mukila Bhunifutta' class . He used to warn the workers not to let the dominants dominate the power . It was not possible to disagree with Kane's analysis that the theft of national capital increased uninterruptedly even after the republic came to the truth told by BP three decades ago . At this time, it is not possible to disagree with his views and analysis.

Our history that we Nepalis are proud of is not as proud as we think. In the pages of Nepali history, many murders and incidents of violence among the king's servants have been recorded in the Rajdarbar complex at Hanumandhoka for the acquisition of state power and its exploitation. Prithvi Narayan Shah's establishment of greater Nepal by integrating the territories divided into different pieces was an important event. He said that this was not a country of "small sorrows". If his descendants could not maintain that pride, then what is the position of ordinary people!

Since the beginning of history, the situation in Nepal has been divided . After Prithvi Narayan Shah's grandson Ran Bahadur Shah ascended the throne as Maharajadhiraj, the prestige of Shah dynasty kings declined due to his short temper. Ran Bahadur Shah's stubborn and capricious nature started to be disliked by the Bhardars. He did not become an efficient ruler . From the time of Ran Bahadur Shah, the influence of Kazi-Badakaji, Army General-Colonel and Sahu-Mahajan and zamindars in Nepal's governance and administration began to increase .

There is not a single example of Congress, UML and Maoist leaders who are currently active in the center of power giving an opportunity to the talents of their party politics to bloom and blossom. The ruler used to select his confidants to run the administration in different plots of the country. The Jamaat of hundreds of 'Karindas' including Kazi, Badakaji, Zamindar, Laptan, Jimmawal, Patwari used to supervise the entire territory of the country and work in the Utti-Puththi . After the 2007 revolution, the form of governance changed. However, the trend of the characters did not change from the Rana's reign. King Tribhuvan was with the revolutionaries of 2007. However, it was not easy to free the people from the terror of the monarchy. Due to the selfishness and hypocritical politics of the nobles, the honor of the kings was being overshadowed . The rulership of the Nepalese kingdom came to the hands of influential lords of that time including Damodar Pandey, Mathwarsingh Thapa and Bhimsen Thapa. Hanumandho's palace became the focal point of 'political' conspiracy . Finally, Jang Bahadur came to power by defeating his opponents in the Kota Parva after the murder of Gagan Singh, the beloved of the Maharani of Gaddinsin Raja. He ruled the country by keeping the Maharajas as deities of the crown. Jung Bahadur started the Rana rule by making his brothers heirs to the kingdom. The Rana's rule was ended by the people's revolution in 2007.

From the year 2007 till today, the Nepalese people have fought an unprecedented struggle for change in the status quo almost every ten years. Since King Mahendra used military force against parliamentary democracy in 2017, people have fought for their rights every decade. However, the objectives of any of those struggles have been defeated . If we take a closer look at the current situation, there are few points of hope. The conduct of the leaders of the Federal Republic has not been able to instill hope and enthusiasm in the hearts of the people . The leaders have been continuing the behavior of the feudal lords of the Rana period .

Political party names are different. The Nepali Congress, which has been continuously leading revolutions and changes in Nepal, the Communist Party of Nepal, which has continuously worked for economic revolution and democratic change, and its leaders have struggled for political and economic freedom. The names of the leaders who led that long struggle are reverently taken by the Nepali people. However, the leaders who are now seen as his successors look like representatives of the bottom class. Their conduct is not a little different from that of the Bhunifuta class . Whether it is Pushpa Kamal Dahal who fought a decade-long people's war, or Khadga Prasad Sharma Oli, who spent 14 years in prison, or Sher Bahadur Deuba, who fought for democracy at a young age and was released. None of them have the courage and ability to liberate the country from the status quo. The political status of Prachanda, who opened the door to radical change in Nepal through the People's War, has also shrunk. There is no 'vision' of progressive change in this leader . Even if it was there once, now it has become 'blurred'.

Congress, UML and Maoist leaders who are currently active at the center of power have not given a single example to their party's talents to blossom and blossom. This so-called top leader, who aspires to hold the supremacy over the party and to lead the government by himself, has pushed all the young people who have the potential of leadership to the edge . These three main leaders, who always enjoy the conflict of power, are engaged in the game of 'musical chairs' contrary to their party and federal republican principles. All these three leaders want to realize the possibilities of the future . Even in the party, these leaders do not back down to work harder and harder to sideline the younger generation who have the possibility to preserve their 'leadership' as in the autocratic regime . Based on the experience of the last two decades, this can be said clearly.

There has been no improvement in people's lives, nor has there been promotion of industry and business in the country. Neither the employment opportunities have increased . Neither the production in the agricultural sector has increased . The country that is said to be rich in water resources has been lit up with light . Neither exports have increased, nor imports have decreased . Nor has the country been freed from the curse of bribery and commissariat. The young people of the country are increasingly migrating from the country in search of employment. The villages are becoming barren due to lack of working hands. Even in this situation, the government is happy. The leaders have not seen the tears flowing from the eyes of the people. The three main leaders of Congress, UML and Maoist, who are always enjoying power conflict, are playing a game of 'musical chairs' contrary to their party and federal republic principles. All these three leaders want to explore the possibilities of the future. It has been a decade since the republican constitution was issued in the country. Until the republican constitution was promulgated, Prachanda, Jhalnath Khanal, Madhav Nepal and Baburam Bhattarai have been prime ministers. Sushil Koirala became the prime minister after the promulgation of the constitution. After his death, only Deuba, Prachanda and Oli are active in power. What have these leaders who have had the good fortune to live in the rotating mech of power have done for the development of the country? No one can give exact details . Because, nothing has happened .

The government has recently tried to control social media by slapping the 'register' button. The government has not been able to bear the tolerance of people who are overwhelmed with grief laughing a little, dancing a little, crying a little and even getting a little angry on the social media . When King Gyanendra took direct rule in his hands, he stopped the communication between the people by turning off the mobile phones all over the country. The people's government has demonstrated its power by shutting down social media. If the Nepalese government closes the road, it does not matter to Sahuji, the operator of social networks. This government has to bear the loss. The government could also use its ambassadors and consuls to solve the problem. A government that cannot fulfill even the basic needs of the people needs humility, not arrogance. Ego only breeds conflict.
