Where is Madhesh in Parliament?

Madhesh dependent forces are currently in the limelight by forming a 'negotiation committee'. Kathmandu-centric public dialogue, group discussions or bilateral talks have gained momentum. Behind the formation of the negotiation committee is the desire to find out the situation of Madhesh, to increase pressure on the government, to wake up the tired Madhesh movement and to become a strong force by the next general election.

Making a soft alliance between the Madhesh-dependent powers or unity? It's not going to happen. The reality is that characters and parties who are feeling insecure are under pressure to do something, but what to do is shrouded in the fog of the moon.

After the negotiation committee has been formed by various parties, singing is also going on in Nepathya. There are various ideas floating around, such as talking between all small and big powers, whether it should be only between the Madhesi leaders who signed the eight-point agreement, between the Madhesi powers in the parliament or between the Madhesi powers in the government. Inside, there is the murmur of 'he is good, you are spoiled'. As a result, Arjuna sees what benefits he can gain from being serious about the concept of uniting under adverse circumstances. It is not clear what to do, how to do it, who will be with whom, where to go.

Instead, some new and old faces of Madhesh politics have started to dream that their future will be secured in this new political effort. There is a popular slogan in Madhesh – 'Band muthi hai to lakh ki, khul gayi to khak ki.'

Instead, it has created ripples in the calm pond of Singha Durbar. How did the wisdom of the permanent power to negotiate with the Madheshi people? What can Madhesh do again? Who can be matched with whom? They are keeping a close eye on it. If the drum of negotiation continues to play like this, the immediate result can be seen that the state party will tighten its belt in formulating a strategy to face the future situation. Even if the Madhesi forces do not reconcile with each other, the state power becomes more and more adamant about its Madhesi policy.

Sihandarbar knows very well what is the disharmony within the Madhesi power? What is disability? They cannot coordinate and demonstrate practical clarity about what to sustain, what to strengthen, what to fight against and what to establish.

The primacy of belief in the values ​​of Madhesi power, the difference between long-term strategic determination and short-term tactical flexibility, was destined to leave zero in hand after struggling for a long time before. Later, it became a job to annoy the big party for a long time. Even after entering the electoral politics, it was necessary to strengthen the inter-party relations in a cooperative manner while strengthening itself internally, but that did not happen.

Instead, those who appeared as new avatars showed the feeling that the old faces are all junk. So Sihandarbar did not close his eyes and ears. He naturally does not have any kind of solidarity, he does many things for that. In which the first attempt may be to incite the Madhesi forces to abuse each other. Here, you should remember Martin Niemöller's poem - 'And until then, no one was saved to speak for me.' It should be closer to the people. There is widespread concern at the ground level that Nepal's democracy is not getting old instead of maturing. Who is afraid of his own people and parliamentarians due to his weak power. The type of system depends on the country's geo-politics, leaders' foresight and leadership ability, people's level and internal resources. The issue of Madhesh was not raised as much as it should have been in the parliament. Regardless of the party that represented Madhesh, they could not prove the usefulness of the parliament. And, new complications have arisen in Madhesh.

While the Madhesi party is fragmenting, the issue of Madhesh will not die if the leaders become unwieldy. Nor will Madhesi concerns be felt if the geography of Madhesh is fragmented in the regional structure. As long as this truth of Madhesh is not understood by the parties doing electoral politics in this region, then the necessity of Madheshi political power will remain in Madhesh. This party's space is occupied by that party, some other face will become powerful instead of such and such a leader, but this order will remain. It is to be hoped that future history will not call our time a great lost moment. But what to do? When a Shakti blinks his eyes even in broad daylight, no more lanterns are needed to point him out.

The winter session has been called. As the talks continue, it gradually takes shape. But what needs to be done is that the issue of Madhesh should be raised on the basis of priority in the federal parliament. Does anyone remember when the MPs of Madhesh spoke in Parliament? Its importance is incomparable as the Parliament is the focal point for the people to exercise their sovereignty and political power in a practical way.

It is not only a powerhouse for raising the voice of the people but also a legitimate platform for enhancing accountability and transparency. As long as the Madhesh issue remains alive, inaction in the parliament is not acceptable. The dream from the perspective of Madhesh in Parliament should not be 'Utopia'. Should not be hollow, artificial and airy. There is nothing that should be raised in democracy, healthy demands regarding justice cannot be raised in parliament. For that purpose, the forces that claim to prioritize Madhesh must build the will power.

The Madhesh movement was stopped in the face of armed forces. But even if there are numbers in the parliament, when the issue starts to be raised, it will be like a victory of self-reliance. It can be questioned whether it is possible to make a proposal, to fight within this constitution. Interpreting the struggle of Madhesh as the struggle of all the marginalised. Force the government through the parliament to show the inclusive face of the state organs, undermine the appointment of the government, who can stop them from doing this? He who has as many as he has, should get the same share in the kingdom.

The distribution of government resources should be fair, to take the lead in the human index, is there anything more inevitable than securitization in Madhesh? Emphasis on legislation to strengthen the regional structure, land management, imminent water crisis, changes in the agricultural sector, etc., are all related to the people's livelihood of Madhesh. In such cases, whether it is the government or the opposition party, everyone is surrounded.

When negotiators can push their team this way, it creates an atmosphere. This environment interferes in making the constitutional amendment Madhesh-friendly. The concept of regional party is timely and necessary for dynamics. Laws that cannot address time cannot sustain their existence.

The country is still in transition. The upcoming parliament will also determine the fate of Madhesh. How does Parliament want to recognize Madhesh, which is changing now? In the question of Madhesh, can the inter-party network be active again? The question of Madhesh is a national question. The mainstreaming of Madhesh cannot be halted in the name of a two-party concept under the guise of democratic discussion.

Madhesh, a part of Nepali society, is diverse in itself. Madhesh cannot be represented by any single party or leader. The civil society that pressures for negotiations should show the way for a meaningful and strategic presentation of Madhesh in the Parliament. Slogans should be modified and refined. In fact, even the seemingly great achievements are not possible without doing the little things.
