The promotion and appointment process has come to a standstill after the government removed the chairperson and members of the Tribhuvan University Service Commission through an ordinance. Due to this, more than a thousand professors and employees awaiting interviews have been affected. Some teachers who are on the verge of compulsory retirement are in a position to be deprived of the opportunity for promotion.
Tribhuvan University associate professor Shobha Dhungana is retiring on 20 Ashad. The Supreme Court has ordered that her interview for promotion to associate professor be conducted on time. However, her future has become uncertain after the promotion and appointment process was stopped.
The Tribhuvan University Service Commission published a notice on 19 Baisakh stating that the interviews for internal competitions under the faculties of Humanities and Social Sciences and Education have been postponed. Interviews for professors under open competition have also been suspended until further notice.
Associate Professor Dhungana complained that she was being treated unfairly due to the lack of a Service Commission official. She had gone to court after the interview for the promotion advertised on 21 Jestha 2082 had not been conducted for a long time. ‘I went to the Supreme Court to get it done as soon as the interview had not been conducted even after 6 months of the advertisement,’ said the associate professor of Nepali studies. ‘The court ordered the interview to be conducted, but it was stopped again due to the lack of an official in the commission.’
She complained that no decision had been made even when she reached the secretariat of Education Minister Sasmit Pokharel to start the stalled process. ‘The secretariat did not allow me to meet the minister. I have filed a petition with the Ministry of Education.’ No decision has been made. I have taught at the university for 25 years. I did not say that I want a promotion automatically. I only said that I should be allowed to participate in the interview for promotion.
He says that his file is stuck in the Higher Education Division and his fundamental right has been taken away due to the government ordinance.
There is a system for promotion through internal competition through interviews. The government had dismissed the Tribhuvan University Vice-Chancellor, along with the Service Commission Chairman Ghanshyam Bhattarai and member Ajay Bhattarai, on 19 Baisakh.
Patan Campus associate professor Yagyarath Khadka went on compulsory leave last week while waiting for the interview date. He complained that he was not able to participate in the examination for promotion to associate professor due to the delay of the TU Service Commission and the negligence of the government. ‘First, the interview did not take place due to the delay of the Service Commission, and since there was no office bearer since April, there was a mess.’ He said, ‘It seems that the office bearer will not be appointed for another month and a half. Until then, the career development and advancement of many assistant professors and associate professors will be hindered.’
The interview date for internal promotion was fixed from April 21 to June 4. The administrative head of the commission, Bishnu Aryal, said that the work of conducting the examination and publishing the results, which were in the process, has been stopped due to the removal of the chairman and members through the ordinance.
The interview date was fixed from June 6 to June 11, with foreign experts also being appointed to appoint professors through open competition. The process of appointing 130 professors through open competition has also been postponed. The University Grants Commission had asked to appoint professors by mid-June based on research excellence. ‘The commission was in the final stages of preparing to interview those who were initially selected after evaluating the research report,’ Aryal said, ‘It was stopped after the government relieved the office bearers. Now, it will move forward only after the office bearers are appointed.’
The interview date was fixed for professors of civil engineering, physics, botany, and chemistry.
According to the commission, the interview for the appointment of 191 branch officers has also been stopped. An advertisement was published to appoint 98 branch officers in the administration, accounting, health, and engineering groups. The commission stated that the stoppage was due to the vacancy of the office bearers after the written examination was completed and only the interview was left. Although the results of the written examination of about 5 assistant-level employees have been published, the practical examination has been postponed. The commission stated that the publication of the results of the written examination of the buyer Sosahar has also been stopped. Professors say that the delay in filling up the vacant posts will hinder the functioning of the university.
Similarly, the Teachers Service Commission has postponed the written examination programs for lower secondary and secondary level teachers after the chairman and member were vacated. The schedule for the open competitive examination for junior secondary level teachers was from 23 Jestha and for secondary level teachers from 6 Ashad. Deputy Secretary Govinda Sharma said that the examination has been postponed until further notice is published.
There is a shortage of subject-specific teachers in community schools. Meanwhile, the employees of the commission said that the filling up of vacant posts has been stopped and it has become uncertain. There is a legal provision that the selection and recommendation committee cannot be formed for the appointment of the chairman and members of the commission until the Vice-Chancellor of Tribhuvan University is appointed.
There is a provision that the Vice-Chancellor of Tribhuvan University and the Education Secretary will be members of the committee to be formed under the chairmanship of the Public Service Commission chairman. The employees say that the ministry has stated that the process of appointing the chairman and members of the commission will begin only after the Vice-Chancellor of Tribhuvan University is appointed. The shortlist of 10 out of 43 applicants for the appointment of Vice-Chancellor has been made public. There is a provision to conduct interviews and make recommendations after evaluating their work plans and thought papers.
The Commission's Administrative Chief Joint Secretary Hari Prasad Niraula said that due to the absence of an office bearer, internal promotion of teachers and open competitive examinations have been stopped. All that remains is to conduct the interviews for promotions based on performance evaluation at the secondary and higher secondary levels and publish the results.
According to the Commission, more than 1,000 teachers are waiting for promotion. The Commission has stated that the publication of the results has been postponed as the members, including Chairman Madhu Prasad Regmi, were relieved of their posts by an ordinance on April 19. Similarly, interviews for internal promotions through written examinations have also been stopped. 'If senior teachers are deprived of promotions due to the lack of publication of results and interviews,' said a Deputy Secretary of the Commission. 'It was arranged to appoint a new office bearer 3 months before the office bearer is relieved of his post,' said a Deputy Secretary of the Commission. 'It was arranged to appoint a new office bearer 3 months before the office bearer is relieved of his posts,' said a Deputy Secretary of the Commission. But suddenly being relieved of their posts has affected daily operations.'
Even though the government has relieved all the academic institutions including universities at once, new appointments have not been made for a month. In some places, even though daily operations have been carried out by appointing officials, major decisions including policy have not been made.
