The commission, which has recommended criminal action against political and high-ranking leaders, has recommended action against Nepal Police AIG Siddhi Bikram Shah, DIG Om Bahadur Rana, then Kathmandu Police Chief Bishwa Adhikari (currently DIG), then Upatyaka Police SSP Dipshamsher Jabra and Superintendent of Police (SP) Rishiram Kandel. The commission has also recommended action against Armed Police AIG Narayan Dutt Poudel, DIG Suresh Kumar Shrestha and SP Jeevan KC. Poudel was the then Operation Commander while Shrestha was the Kathmandu Brigade Commander of the Armed Police Force. KC was working in the Disaster Relief Sinamangal.
Separate criminal action has been recommended against then Police Chief Chandrakuber Khapung, Armed Police Chief Raju Aryal and then National Intelligence Service Chief Hutraj Thapa.
Those recommended for action against the National Intelligence Service are Krishna Prasad Khanal, Joint Director of the Valley Campaign Division, and Riben Kumar Gachhadar, Joint Research Director and Kathmandu District Chief.
Action has also been recommended against Army commanders.
The report also recommends action against four army commanders.
Those recommended for action are Assistant Rathi Manoj Kumar Baidwar, Chief of the team deployed to secure the President's residence, Shital Niwas, Sergeant Diwakar Khadka, Chief of the security team deployed at the Prime Minister's official residence, Baluwatar, and Chief of the team deployed to secure the Singha Durbar Secretariat, Sergeant Ganesh Khadka. Khadka is also a member of the District Security Committee.
The head of the security team deployed by the army on the premises of the parliament building, Sen. Santosh Dhungel, has also been taken into action. They have been asked to take action according to the Army, Police, Armed Police and Special Services Act.
