What you should know

During the demonstration on August 24, 22 land reform and land delivery offices and 14 surveyors offices were damaged across the country. According to the Department of Land Management and Records, 10 shipping offices in the country have been completely damaged. Due to the damage to the land reform and land delivery office, the land owner's registration and withholding records have been destroyed. The department has issued a circular on Friday to prepare records of land owner registration and withholding records in the damaged offices.

The department has issued a circular to Land Reform and Land Delivery Office, Dhangadhi Kailali, Nepalgunj Banke, Ghorahi Dang and Biratnagar Morang and Land Delivery Office, Tulsipur Dang, Pokhara Kaski, Bharatpur Chitwan, Khairhani Chitwan, Kalanki Kathmandu and Butwal Ruppandehi. The department also said that these offices were completely damaged.

Chief Ravin Dhakal said that only two and a half lakh Shrestas were burned in the warehouses and bags of Kalanki. 95 lakhs has been damaged in Napi office, Kailali. According to the office, two vehicles worth 65 lakhs, a motorcycle, computer, printer, scanner, drawers and chairs were burnt.

Janakraj Bhatt, head of Napi Office Kailali said that all the records of the office are safe. "Despite the physical and financial damage, all the records of Napi are safe." There is no situation where the customer is in trouble, he said. He said that the map printing room of the office was more affected by the fire.

He said that even if some ordinary documents were burned, important data was not damaged. According to the office, the service which was closed since August 24 has been fully operational since October 2. The head of the office Bhatt said that the details of the damage have been collected and sent to the compensation department and the reconstruction work will be started from there.

The fire has caused more damage to land reform and shipping office in Kailali than Napi . However, Malpot has also completed all its operations . According to Dilaraj Bhatta, information officer of the office, three rooms of the office were completely damaged by the fire. Although Lalpurja was burnt to some extent, the office said that all other details are safe. According to the

office, the building has been physically damaged. Three vehicles, two motorcycles, computers, scanners and printers of all rooms were destroyed. Information officer Bhatt said that the work started after receiving help from various places including computers, printers, wiring etc. After the last performance, there has been a huge decline in revenue collection.

During the demonstration, the important records of the Malport Office, Dandeldhura, were set on fire, and important land-related details were deleted. This has created a situation where the landowners have to face difficulties in maintaining the land . During the protest, computers, chairs, tables, window glass were broken and three torches were burnt, said Kamalapati Bhatt, head of the Malpot Office.

Moth is an early record containing all the details of the land. The office has informed that when those records are destroyed, the transaction of the related land cannot be done immediately. In the fire, some accounting records and files related to land registration were also burnt.

The office is trying to recover the records in the online system . "If all the records found online are found, there will not be a big problem for the landowners," said Bhatt, "but in the case of the records not found online, an alternative process will be published within a few days." After the building was damaged so that it could not be used, the Malpot office has started the service from the zinc covered roof in the office premises which is now being used by the clerks. Earlier, the 27 windows of the office building were crowded with customers. At present, the services of the Malpot Office are provided through five windows. The

office has started providing only limited services . Bharatpur Malpot Office has started the service of maintaining and updating the application only for mortgage services, releasing mortgage withholding, passing the balance box of the land with online posting and passing the letter of payment of cash points. Services like Jagga Namsari, Anshbanda are yet to be started . "Now after Tihar, other services will start," said Tikaram Adhikari, information officer of the Malport Office.

As the construction of the temporary building is underway, he said that the plan is to start other services as soon as the building is completed. In order to maintain Sresta, it is necessary to bring a recommendation from the ward office. For the recommendation, at least 9 proofs must be submitted in the ward, including the complete land owner certificate, complete citizenship, migration certificate, receipt of payment of property, and the survey bond issued by the local level .

Hari Kattel of Ratnanagar Municipality-12 was found at Bharatpur Malpot office on Friday afternoon. He came to complete the process of mortgage of land in the bank . It was the third day he started working. On the first day, he had to spend three hours in the ward office to bring a recommendation to maintain Sresta. He was hoping to complete the work on Friday. The official said that around 40 to 50 people come to maintain the road in this way.

The department has given instructions to the land office to prepare the destroyed land owner registration certificate. It has been instructed to print the complete land owner registration certificate and record in the Land Records Information Management System (LRIMS) and create a new record.

If the record is different, it can be compared with the record in the Document Management System (DMS) and in case the record is conflicting, the details can be updated in LRIMS and the land plot can be printed and a new plot can be maintained. According to the department, if the land owner registration certificate is not submitted or if it cannot be confirmed from the submitted evidence, local level recommendation, on-site survey and public notification can be made as per the requirement.

The department has also instructed to confirm whether the remaining land is government public and registered from the land book of the land surveyor's office, plot register, map, Tameli records of the land office, the document of total acceptance of the person and the records of the LRIMS system.

To update the destroyed withholding record, the withholding record in the LRIMS system should be printed according to the previous borough, and the withholding book should be prepared and the records in the DMS should be updated . Correspondence has been sent to constitutional bodies, banks and financial institutions, administrative bodies and judicial bodies to provide the details of immovable properties withheld and the customs office has been asked to update the collection records with the received details.

It means updating the records of the land that has been withheld according to the laws and regulations related to land (limitation and mandatory savings etc.) After updating the destroyed Shresta, the department has also instructed to make arrangements for passing documents by informing the debtors when doing business through the said Shresta .
